The “Faro” convention: that is, how to be ashamed, without shame, of one’s own cultural identity

On 23 September, the so-called Council of Europe Framework Convention was ratified in Parliament, launched in "Faro", Portugal, on 27 October 2005. But this is not the point. The point is the content of the “Faro” convention. Which – in theory and on the basis of how they sold it to us – is destined for an authentic, worthy revolution in the field of cultural heritage.

In short: statues, paintings, churches, monuments, historic buildings and artistic artifacts in general. Therefore, Italy – which alone probably holds two thirds of the world's treasures – is in the front row. Well, the Convention is an authentic mixture of premature supercazzole like invoking "an extremely broader vision of cultural heritage, understood as a set of resources inherited from the past that populations identify, regardless of who owns them as a reflection and expression of their values, beliefs, knowledge and traditions in continuous evolution ".

If before you could see museums, at least in Italy, then you can continue to do so: obviously with the congenital limits of a nation that has never been able to adequately exploit its wealth and beauty. But again, that's not even the point. The point is Article 4 of the Convention where the poisoned meatball has been inserted in the most classic style of halter treaties. In fact, it states that the exercise of the right to cultural inheritance can be subject only to those "limitations, necessary in a democratic society, for the protection of the public interest and the rights and freedoms of others". What the hell does that mean? Think badly and you will understand it instantly.

It means establishing the obligation to cover, obscure, limit the vision of a work if this can offend the "sensitivity" of others. For example, Christian religious symbols or rough nudity capable of making people of other religions and communities angry. Someone put their finger on the sore and Minister Franceschini was quick to reassure us: stating that the rule refers to restrictions such as those that occurred in 2020 on the occasion of the Covid emergency. Of course! Minister is right, it is really true. How true it is that we still have the ring on our nose and we just got off the pear tree.

We should believe that a convention of fifteen years ago contemplated (prophetically) a technicality to be played in view of the 2020 pandemic. In reality, it is clear, that article is the pick for censorship. But the funniest thing is that – for a government like the Giallorossi – this codicil was not needed at all. For years now, ladies and gentlemen have accustomed us to the preventive, and punitive, censorship of our identity.

Try to count: from whom have all the initiatives against crucifixes in schools in recent times come from? Not to mention the retractable curtains in cemeteries. Or think back to the visit to Italy of the Iranian president, Hassan Rohani, in 2016. Closed in a box, to avoid offenses against Islam, the statues of Marcus Aurelius on horseback and of Venus in the Sala Esedra of the Capitoline Museums? In short, and to conclude, for these people the signing of a treaty like that of Faro is superfluous. Censoring the identity, even cultural, of one's own nation comes naturally to him. Also because – they – do not have an identity at all.
