PNRR: an international comparison

(… today the Carabinieri party in Chieti Scalo, with the presence of all the local authorities – prefect, quaestor, finance commander, and of course the honoré, the one without the "h", that is me – then a quick tour in Marrucina, lunch with a regional councilor, later the regional political secretariat in L'Aquila, then Rome …)

In the last two posts we were indignant, but also amused, in reporting the exploits of a press which, instead of reporting news it does not understand, invents news it wants to make understood. There is the story of the Metropol, which needs to be explored, which given its appearance could be of unprecedented gravity, as a South American Republic (opening up disturbing scenarios on the "European" method of managing consensus). There are the incoherent utterances of certain people who outline a schizophrenic picture oscillating between Luciferian hues ("the new powerful in the shadows") and Italian comedy tones ("the honorable sgomita"), hoping that, in outlining a specter so broad, something of what they say can approach the truth (moving away from the consequences of a non-truth…).

I return to the consideration of method made in "A sheep's day": with my entry into the (political) caste, journalists have become (sacred) cows for me. I'm not allowed to touch them even with an argument, let alone with a criticism, or with a minimum of sarcasm! So, don't expect this from me! However, no matter how much we bow to the taboo which imposes on the representatives of the people a position of subordination to the independent and sovereign press, to the press which dispenses sentences and ruins lives without being accountable to anyone, no one will have anything to say (we hope) if, from politicians, let's give some news, exercising a minimum of substitute for this press engaged in politics.

I return to another theme here repeatedly brought to your attention, that of truth. Journalists know it, so if you need it, ask them. They know, of course, the one of the day. Our reflections here have a broader scope: we are interested in method more than merit, perspective more than contingency, the future more than current events. We have therefore long since devised a method for identifying not so much the truths resistant to the wear and tear of time, as the blatant lies, and more generally the intellectually fraudulent attitudes, and the method is simple: the verification of internal consistency.

I'll give you a concrete example, I won't take too long. The argument for the ESM is that we have to approve ratification because everyone else has. International confrontation becomes a sort of coercive and superordinate norm with respect to the free conviction of a Parliament that reflects (if this is of interest) the will of a sovereign people. But… if it's so important to see what others are doing… why don't we also do it when it comes to PNRR?

Simple: because doing so would destroy the subordinate and enemy narrative of the country put on by the left and its fraudulent press, a narrative whose only function is to embarrass the country to embarrass the government, describing how exceptional the dynamics that are absolutely normal, given the total irrationality of the PNRR (which does not depend on who accepted it but on who proposed it).

For example, it is argued that our government is dramatically behind schedule.

This is the progress of the PNRR in general (i.e. the percentage of milestones and targets achieved out of the total of those proposed at European level):

( source ).

Given that, according to the friends of the Freemasons and deviated services, our country would be behind, one would expect that the orange "segment" of projects completed ( fulfiled ) in Italy would be lower, right? And in fact:

…and in fact not: Italy has a percentage of projects (reforms or investments) implemented which is higher than the European average. But if Italy is above the average, since we are not idiots like a pro-European (that strange beast for which everyone can and therefore must be above the average!), we will deduce that someone is below the average, i.e. has a percentage of projects made lowest! And in fact:

…and indeed yes! For example, Germany, Holland and Ireland have not achieved even one of their milestones and targets !

You say, "Well, we don't know what their NRRP time profile is (that would be PNNR in English)!" But it's not a secret! If instead of chasing rubles, information operators went around, I'm not saying Europe (I'm not asking much), but European sites, they would know, for example, that Germany had set at least one ambitious goal for 2022 ( ambiffiofo, for members of another party):

( source ).

So there are two cases: either the sites of that clear and transparent organization that is the EU are not up to the standards of morality that historically characterize that environment , and therefore damage the image of Germany by not correctly reporting its brilliant successes, or these successes have not happened, and we are not the black sheep.

One could say: "No: there are three cases, because it may also be that Germany has not achieved the target set for 2022, but that this should not necessarily be considered as a failure of the plan, because they could simply have changed the plan to adapt it to the circumstances!" And in fact:

…and indeed yes: since it could not keep up with its own plans, Germany submitted a change to the Commission in September 2022:

arguing that there had been delays "of an exceptional nature" ( here ). Well, you know, in Germany there was a pandemic and an energy crisis, not like here! So it is normal for a government there to present a plan that adapts to exceptional and unforeseen circumstances without a mob of corrupt bribe-takers, with suitcases full of cash, bursting into complaints against unified networks accusing it of compromising "future generations" by renouncing the " huge resources of the PNRR".

Well, actually not only there… Just in the last two weeks, look what happened?

Denmark, Portugal and Ireland have presented modification proposals, as is normal: because there too there was a pandemic and an energy crisis there too.

With us, the pandemic only existed when it served to chain us at home or to the debt of the PNRR: now we have forgotten the consequences, including the energy crisis and the need to review the PNRR as almost all European countries have done.

But we can't, because otherwise the Madonnina of Brussels is crying (or so we are told).

Here: if you don't want to tell us about the Metropol, which you should know well, better than we supposed, dear information operators, I'll provide you with a diversion: tell us about how the PNRR is managed and told in other European countries! If they are to be our compass on the ESM, let's use them as a compass for the PNRR as well. In this way, the direction in which we are going will be clearer for everyone…
