The Aruba-Fastweb duo intends to create the national Cloud with the American technologies of Amazon Web Services, Microsoft Azure, Google Cloud, Oracle.

THE FASTWEB-ARUBA TANDEM RELIES ON AWS, MICROSOFT AZURE, GOOGLE CLOUD AND ORACLE

Like the consortium made up of Sogei, Leonardo, Cdp Equity and Tim, Fastweb-Aruba will also rely on American cloud providers.

The proposal of the Tim-Cdp-Leonardo-Sogei consortium for the PSN is based on agreements with some of the main Cloud Service Providers, going "to operate directly, with its own staff or its Members and at its own data centers (located in Italy) on Public Cloud technologies made available by CSPs.

The same technological choice also for the Fasweb-Aruba tandem.

THE MOTION OF THE GOVERNMENT

The clarifications regarding data security and the independence of governance are an essential prerogative for the realization of the PSN, one of the missions envisaged by the NRP.

In fact, it should be remembered that last January the Chamber approved the majority motion indicating the commitments to the Government in terms of security and transparency of the national cloud.

The document dedicated to "Efficient and secure digital infrastructures for the conservation and use of public administration data", on which the executive expressed a favorable opinion, calls, among other things, for initiatives to be taken "to ensure that the National Strategic Pole (Psn) is subject to public supervision, in particular under the control of the National Agency for Cybersecurity as regards the methods of adaptation and localization of strategic data and the management of keys and encryption tools for public administration data within the scope of the competences already provided for by the current legislation and that in any case the concessionaires of the same are, for the entire duration of the concession, in compliance with the requirements defined by the exercise of the 'Golden power' ".

ENSURING TRANSPARENCY ON THE AUTONOMY OF THE PSN

With the motion, the Presidency of the Council and the Ministry of Defense are urged to "send the competent parliamentary committees a detailed report for the completion of the procedures relating to the Hub, in order to ensure transparency regarding the technological autonomy of the PSN, with particular reference to the possible involvement, even indirect, of non-European operators ".

The indirect reference is – in fact – to Google, Microsoft and Amazon Web Services (Aws), operators subject to US extraterritorial cloud regulations.

THE FEARS DETAILED BY CLOUD ACT USA

US giants Google and Microsoft, along with market leader Aws, dominate the realm of data storage around the world. However, they also fuel concerns in Europe about US surveillance risk in the wake of the adoption of the 2018 Us Cloud Act and the Foreign Intelligence Surveillance Act (Fisa).

THE PROPOSED GOVERNANCE

But Fastweb with Aruba intends to ensure the government, in the event of the final award of the tender, the choice of an institutional partner to be included in the team. So as to ensure that the National Strategic Pole (Psn) is subject to public supervision, as desired by the diktat of the Chamber.

Regarding the public subject, “The ministry would choose, any indication would be fine for us”, the number one of Fastweb specifies to the Confindustria newspaper. “We undertake to renounce a minority share of the share capital in favor of the public company, the institution, the body that will be considered most suitable for sharing the control, supervision and strategic direction of the Hub.
