With the ballots scrutinized yesterday it is possible to definitively pull the strings of this round of municipal elections. Already two weeks ago, with the data of the proportional lists, we were able to observe some elements of rupture with the recent past, namely the first place of the Democratic Party, the collapse of the M5s and the overtaking of Fdi on the League. However, after all, what really counts in the municipal elections is to win the municipality, to express the junta, to lead the municipal administration: in short, to win the seats of mayor. Here, with yesterday's results we have the complete picture, which can be compared with the starting situation.

Let's go in order. First of all, 62 municipalities with more than 15,000 inhabitants were called to choose the mayor among the two most voted candidates in the first round, in the absence of a winner who had collected the absolute majority (to these are added three lower municipalities in which the ballot took place between the two most voted candidates who had the same votes – Torricella Verzate, Rondanina, Corchiano). The center-left won 28, the center-right 16 (including 3 with coalitions without Forza Italia), while 12 went to civic candidates. These data once again confirm the bipolarity of municipal competitions. In this sense, the 30 bipolar challenges are particularly interesting, in which the candidate supported by the Democratic Party (in various coalitions) against the one supported by the center-right (with – 26 – or without Fi -4) challenged each other. Again, most of the municipalities (two out of three) went to the center-left coalition, including the emblematic cases of Rome and Turin. The center-right managed to keep the city of Trieste but saw Cosenza and Savona snatch. Overall, in the 10 provincial capitals that went to the ballot, the center-left won 8 (including victories in traditionally hostile cities such as Varese and Latina), while the center-right, in addition to Trieste, reconfirmed Mastella in Benevento.

The 56 higher municipalities already assigned in the first round must be added to these ballots. The center-left had won 24, against 22 for the center-right (of which 4 without Fi). In Grottaglie he had won the M5s, while in 8 municipalities they had been elected civic mayors. In total, therefore, out of the 118 upper municipalities, the center-left will administer 52, the center-right 38 (of which 7 without FI), 20 will be governed by civic candidates, 5 by the M5s, two by center coalitions and one by left-wing coalitions without the Pd.

In order to draw up a definitive balance sheet regarding the electoral status of the main coalitions, it is necessary to contextualize the data relating to the starting point. Of the 118 municipalities above the vote, 98 had elected the outgoing administration in the spring of 2016. At that moment, before the disastrous fall of 4 December, the Renzi Pd was still the pivotal force of the system (in fact it had more votes than the others, it won more common in the first round and centered more ballots), although not very capable of forming a coalition and attracting votes outside its perimeter (which resulted in many defeats in the ballots – including the thunderous ones in Rome and Turin). The center-right was experiencing a profound crisis, with Lega and Fi often divided (as confirmed by the high number of outgoing administrations on the right but without Fi, 13). The M5s took advantage of this, never more than then able to exploit the weaknesses of the two main poles even in local elections.
