Here are the measures of the bill and support decree

The Council of Ministers has given the green light to the decree law for new support for activities in crisis for Covid and to intervene on bill prices. Here are all the details

The Council of Ministers approved the decree-law on new supports to provide refreshment to the sectors most affected by the emergency and to protect workers, always with attention to public health and the ability of local authorities to guarantee the continuity of services.

ANEV'S CRITICISM FOR THE RULES AGAINST THE EXPENSIVE BILL

The decree, however, was criticized by the Anev association, which represents companies operating in wind energy ( here the in-depth analysis of Start Magazine ).

The decree entered into the CDM, in fact, contains rules against the expensive bill. First of all, by implementing the provision of the Regulatory Authority for Energy, Networks and the Environment (Arera), the rates relating to general system charges applied to users with available power equal to or greater than 16.5 kW are canceled for the first quarter of 2020. Energy-intensive companies that have undergone a 30% increase in costs compared to 2019 are then awarded a tax credit, equal to 20% of the costs incurred for energy.

Respectively, therefore, 1.2 billion would be allocated to cancel the system charges and another 540 million for the 3.8 thousand energy-intensive companies, all to be financed with the proceeds of the auctions of Co2 emission quotas. The intervention also provides that, from February 1st to December 31st, photovoltaic incentives with old systems must pay part of the extra profits to the GSE through compensation, according to an amount decided by the Mef subsidiary.

THE FUND FOR CLUBS AND DANCE HALLS

In favor of the resumption of economic activities, the text speaks of approximately 390 million for 2022 alone. Specifically, the fund for discos and dance halls, forced to remain closed due to preventive measures, is refinanced by 30 million.

Furthermore, the tax withholdings for the same merchants are suspended, but to be paid by 16 September 2022. A fund would be set up at the Ministry of Economic Development for the revitalization of retail trade economic activities, with a reduction in turnover of at least 30% on 2019. The endowment is 200 million euros in the form of grants.

WHAT'S FOR ZOOS, BARS, POOLS AND TEXTILES

Instead, the dowry in favor of the sectors most affected by the emergency is 160 million: 20 million more in favor of theme parks, aquariums, geological parks and zoological gardens; 40 million for the organization of events and ceremonies, catering and bars, catering and swimming pools, which in 2021 had a turnover of 40% less than in 2019; and an additional 100 million for the tax credit in favor of companies operating in the textile, fashion, footwear and leather goods trading sector.

THE FUND FOR TOURISM

The single national tourism fund has increased by 100 million euros for 2022, in addition to the 120 million allocated with the Budget law. Industry operators who have seen their turnover drop by at least 50% compared to 2019 will also be able to count on the allocation of over 128 million euros as a tax credit. This measure will apply to the first quarter of the year. The text also provides for the extension of the possibility of resorting to the spa bonuses, not yet used.

THE CULTURE

The draft decree also establishes 111.5 million for the culture sector for 2022, all for the refinancing of existing funds. In order to support the operators of the sports sector, 40 million euros are arranged, above all for amateur sports clubs and associations.

TRANSPORTS

Transport would not be neglected either, with an additional 80 million in 2022 for local, medium and long-distance public transport, while private transport is entitled to 20 million. Lastly, an expenditure of 10 million euros is authorized in favor of the Italian railway network spa, for each of the years from 2022 to 2034.

DECONTRIBUTION FOR EMPLOYERS

In addition, the text provides for the decontribution for employers who suspend or reduce their activity by resorting to social safety nets in the sectors and subsets of tourism, catering, amusement and theme parks, spas, recreational activities, museums, radio taxis but also passenger transport and bus and funicular station managers, chairlifts and ski lifts. They are intended for exemption from the payment of the additional contribution of 80.2 million for 2022, accepting the League's request to dedicate a quota (40 million) to seasonal workers in tourism and spas.
