How the CNR is a candidate for the PNRR

How the CNR is a candidate for the PNRR

Chiara Campana's article on the CNR document for the National Recovery and Resilience Plan

During a meeting with the Minister of University and Research, Professor Cristina Messa , the National Research Council presented a “National Recovery and Resilience Plan” to affirm its willingness to contribute to this great opportunity for the recovery of the country. Present were the deputy vice president Lucio d'Alessandro, the members of the Board of Directors and the directors of the Cnr Department.

“The CNR plan”, explains d'Alessandro, “identifies research and innovation as engines for the restart of the country and fundamental tools for its economic and social development. The pandemic itself has highlighted the fundamental role of research as a response to the needs of citizens in tackling the virus, but also in supporting social and economic recovery ”. According to the vice-president, "the presence and roots of the CNR throughout the national territory and, at the same time, the international relations and initiatives that see it as a protagonist are two elements that make it possible to guarantee support for the implementation of the Plan at a territorial level, a close relationship with the other major European programs in the fields of research, ecological transition, digital transition ".

There are six main missions that the CNR plan aims to achieve. In the digitization, innovation, competitiveness and culture sector, the body aims to enhance the cultural heritage through interdisciplinary activities that functionally integrate different approaches, using frontier tools, in particular ICT and artificial intelligence. With regard to the Green Revolution and ecological transition, the CNR is committed, through programming on large strategic projects, in the EU perspective of the "green deal" to strengthen the role of ecosystems and achieve the Carbon neutrality goal by 2050, promoting circularity and reduction of the impact of climate change on biodiversity. In this framework, the Infrastructures for sustainable mobility are also integrated, where over the last three years the National Research Council has activated strategic projects for large urban centers.

In the field of education and research, the need to support and strengthen “curiosity driven” or basic research, which constitutes a precious resource for long-term scientific and technological developments, is emphasized with clear objectives. In the area of Inclusion and Cohesion we refer in particular to what the CNR can make available in terms of studies and research on cultural and economic factors through computational models of social dynamics. Finally, health: The activities of the National Research Council are all highly multidisciplinary, through the use and management of large international infrastructures: from the study of basic molecular mechanisms to epidemiological studies and participation in clinical trials.

“The Cnr is able to mobilize multidisciplinary scientific and technological skills and abilities, as well as an enormous infrastructural and instrumental heritage. The presence and roots on the national territory, the ability to produce and transfer knowledge and international relations and initiatives allow us to guarantee support for the implementation of the Plan, in close relationship with the other major European programs in the field of research, ecological transition, digital transition ”, concludes d'Alessandro.
