Consip has awarded the first tender to support the digital transformation of Public Health in line with Mission 6 of the National Recovery and Resilience Plan (Pnrr) dedicated to Health, in line with the “One-Health” approach.

The Framework Agreement has a total value of € 1 billion and is divided into six lots. Here are the companies that have won the contracts.

THE "TELEMEDICINE AND ELECTRONIC MEDICAL RECORD" COMPETITION

The “Telemedicine and Electronic Medical Record” tender that Consip awarded to support the digital transformation of public health is part of the strategic tenders envisaged by the three-year plan for information technology in the PA and is precisely dedicated to clinical-assistance information systems.

It is the first of the three initiatives intended to support the digital transformation of public health, also in line with the "Health" Mission of the NRP.

THE OTHER RACES

A second tender, published at the end of 2021, is dedicated to health information systems and citizen services and a last one, which will be announced shortly, to management information systems.

WHAT THE FRAMEWORK AGREEMENT PROVIDES FOR

The Framework Agreement awarded by Consip has a total value of 1 billion euros and is divided into six lots.

Four are dedicated to application services: two for electronic medical records and two for telemedicine (software development and evolution, application migration, configuration and customization of software solutions, adaptive and corrective maintenance, application and infrastructural management, etc.).

The other two lots are, on the other hand, dedicated to support services (project management, monitoring support, change management, PMO and demand management, digitalisation of healthcare processes, IT Strategy and Advisory).

SINGLE-SUPPLIER AND MULTI-SUPPLIER

For the lots dedicated to application services, the Framework Agreement is of the multi-supplier type, while for the lots dedicated to support services it is single-supplier.

The Framework Agreement also provides for two different purchasing methods: direct order that allows you to place the order (under all fixed conditions) directly and quickly, without the need to carry out your own tender; or through specific tenders that allow the successful suppliers to compete, introducing further technical / economic aspects with respect to what is already foreseen by Consip.

COMPANIES THAT WERE AWARDED THE ORDERS

For lot 1, the companies that have been awarded the contracts are the temporary grouping of companies (RTI) GPI Spa, RTI Engineering Ingegneria Informatica Spa and RTI Dedalus Italia Spa. The award value is € 194,400,000.

For lot 2, RTI GPI Spa, RTI Engineering Ingegneria Informatica Spa and Enterprise Services Italia Srl. The award value is 291,600,000 euros.

For lot 3, RTI GPI Spa, RTI Engineering Ingegneria Informatica Spa and Dedalus Italia Spa. The award value is € 165,600,000.

For lot 4, RTI GPI Spa, RTI Engineering Ingegneria Informatica Spa and Enterprise Services Italia Srl. The award value is 248,400,000 euros.

Lots 5 and 6, on the other hand, provide for a mono-supplier which in both cases is the RTI Kpmg Advisory Spa – McKinsey & Company, Inc. Italy – Ey Advisory Spa – PA Advice Spa – Fondazione Politecnico di Milano. The award value of lot 5 is 36,000,000 euros and that of lot 6 is 64,000,000 euros.
