Only after the split of the party operated by Renzi, with the birth of Italia Viva, Luca Lotti and Lorenzo Guerini considered it necessary to create a "liberal and moderate" area to contain – it was said at the time – the centrifugal forces that would bring the party too far to the left. Most of the former Renzians settled in Base Riformista. Most, but not all. Aware of having to create a direct line with parliamentary groups and driven by his natural propensity for dialogue and mediation, Zingaretti immediately pursued the star of the party's internal unity.

Thus, he took great care not to change the parliamentary group leaders chosen by Renzi, leaving Graziano Delrio and Andrea Marcucci (among the first to ask for a congress that would question the secretary) in their place.

Above all, Zingaretti formed the presidency of the Democratic Party and its secretariat by drawing on the former Renzian ranks, now Base Riformista. Anna Ascani, competitor of Zingaretti at the last congress, thus became vice president of the party. The jolts following the 'crack' of the Conte II government, however, did not spare this report and Guerini asked, together with all his current, to proceed to call the congress "as soon as the conditions exist", or after the administrative meetings – which will be held in October – and at the end of the pandemic emergency. Internal movements that do not make it easy to 'weigh' exactly the currents of the Democratic Party within the assembly that will meet in mid-March.

Considering the farewell of the Renzians, after the split, and the breakdown of the area that belonged to Maurizio Martina, merged into the internal majority, the component of the Riformista Base could be credited between 15 and 18%. In the 70-75% credited to Zingaretti are the members of Areadem (the current of Dario Franceschini), the Orlando area, the Martina area and the Ascani area.
