On the bill Zan Renzi and Letta play their little big game

For those who have read a good book dedicated to it, "The big game" , you know well what this title means, an expression with which we used to refer to the nineteenth-century spy duel, conducted between Great Britain, then also established in India, and the Russia, with the influence on Afghanistan at the game. It seemed suggestive to me to borrow such a historically proven title for something much more recent and less destined to last, but still surrounded by an aura of mystery, at least to keep to the prudence demonstrated by many political commentators to this day, that is for the duel between Renzi and Letta with regard to the Zan bill.

As for the first, a great little man, it seems to me that, at first glance, there is confirmation of the role he assumed with the decisive support of the launch of Conte 2, that is, that of decisive weight in the balance between center-right and center-left, as it was, yesterday, for the advent of Draghi and intends to be, today, for the passage of the Zan bill, as well as, tomorrow, for the election of the President of the Republic. There is a noticeable logical continuum , if it is true that for the launch of Conte 2 it interpreted, much better than Zingaretti, the refusal of the entire Parliament to go to early elections, even more expressed by the majority of the Democratic Party, which, sure to lose them, would thus have compromised his consolidated mortgage on the Quirinale (Napoletano and Mattarella come from his ranks).

If this is true, it must be assumed that he had in view the constitution of Italia Viva , which by virtue of his decisive presence in the Senate could have held the ball in his hand, with a conspicuous however, of being able to do so only by threatening its ancient majority of center left to make it a minority. This was done punctually by taking a contrary stance towards the report of the Minister of Justice, Bonafede, inducing Conte to resign, after the indecent hunt for those responsible – which speaks volumes about the status of statesman of the people's advocate. Which seems destined to repeat itself with the Zan bill.

Despite the recurring judgment in progressive talk shows , obsessively re-proposed by RaiTre from La7 , I think it can be convenient to represent Renzi as a character, dominated by an uncontrollable ego-centrism that condemns him to do everything to stay on the crest of the mass media wave, in short, a psychotic; but one would say with Polonius that there is wisdom in this madness. No, he is a good player at a table where no one is equal to him, but in addition to wanting to blame himself, for the recent past, the advent of Draghi, and, for the immediate future, an amended text of the Zan project, as well as a president of the Republic elected by his casting vote; in addition to this, what do you see in its future, given that, poll after poll, Italia Viva fluctuates between 2 and 3 percent?

I do not think that Renzi is under any illusion about an electoral growth of an Italia Viva going to the political elections alone, even if having been decisive for the second part of the legislature can only earn him the honor of arms. Nor do I think that, as far as his personal destiny is concerned, he would count on some European or international assignment from the winning center-right, already baptized as pretium Sceleris. Although his parliamentary group is devoted to him, I do not think that he followed him and follows him without a political perspective of breadth, which discounts a survival of Italia Viva or at least of its representation within a coalition, which is premature to assume that it will be this or the one currently in existence, center-left or center-right; it is necessary to wait for the dislocation of the various forces in the election of the President of the Republic, the eventual rise of Draghi to the Quirinale, the duration of the legislature.

Letta continued in the line of Zingaretti, that is of a structural alliance with the 5 Stars, which is now intended to be downgraded from strategic to electoral; but given that it should be in function of a victory at the polls, to govern the country in a much more difficult legislation than this one, bound not to the planning and first implementation of the Next generation EU , but to its definitive realization; given all this, it could not be more strategic than this. Except that in the intent of the secretaries of yesterday and today of the party, this alliance should have been at the head of the party, not for nothing expressed with the formula of "a party with a majority vocation". What, this, that the all-round emergence of Conte as a potential leader of the 5 Stars, who intends to bet on an "absolute majority", upsets the entire house of cards.

Whether Conte settles his disagreement with Grillo on the nature of the 5 Stars, movement or party – however, as long as he is not obliged to accept a diarchy – whether he founds his own party, he is certainly not willing to do the second with respect to Letta, indeed in case the opposite, especially if with one of his parties he emptied the Pd itself. It is not just a problem of leadership , but of political proposal: Read with the usual rule inherited from the PCI, of no enemy on the left, it has clearly moved the party to that side, with a fragmented program, united only by its radical position , in an exclusively identity perspective, because it lacks any possibility of realization in this legislature: political vote to sixteen-year-olds (who should therefore also achieve civil capacity, with all due respect to the responsibility of families), ius soli (which therefore should presuppose control of immigration), in a certain sense also the planned inheritance tax in the name of a redistribution to Robin Hood (which therefore should entail a perfect traceability of wealth not only real estate, that of the middle classes, but also movable).

Now Renzi has failed in his attempt to compromise on the text of the Zan bill, despite having tried to move 5 Stars and Pd, hovering the risk of a sinking of the text as it is in the secret ballot, but going even further, that is by presenting of the amendments to the contested articles – 1, 4 and 7 – so as to make the risk entirely concrete. He could only rebalance his approach, regrouping with the center-left on setting the date for the discussion in the classroom, 13 July; but at this point his game becomes more difficult. Excluding that he could return with his tail between his legs in the common barracks of the center-left, the alternative is tough: if he withdraws his amendments, he would certainly not get away with voting in favor with the cover of the secret vote; if he keeps them, he unbalances himself on the center-right. Looking for a way out, our Florentine could only support the suppressive amendment of gender identity: a case that is too general and ambiguous to be the subject of criminal protection; a figure not well digested by a strong myriad feminist component, firm in the claim of her sex vis-a-vis to the male one, thus reducing women, as a brilliant journalist wrote, to be identified by virtue of the cycle alone.

Apparently Letta's path is easier, in the sense of holding firm on the front of the integral passage. Not without a pinch of cunning typical of every former Christian Democrat, he sees it this way: either it passes as it is or it passes with amendments, so it makes no sense to make them your own a priori. There is only one problem, if amendments were to be approved, there would still be a final vote, to which the Democratic Party and the 5 Stars would have to respond positively, because, at that point, the Brothers of Italy, if they had supported them, could decide to sink the law in the Cesarini area, if Pd and 5 Stelle decide to vote against the amended text.
