The ordeals of the Conference on Floods in Emilia-Romagna

This slogan, which has been with us for years now, admirably summarizes what happened to the Emilia Romagna Region regarding the hardships it underwent in organizing a conference on the 2023 flood. But let's proceed in order.
The proposal of June 1, 2023
Immediately after the flood of 16-17 May 2023 in Emilia Romagna, I published on Scenari Economici (this is the link https://scenarieconomici.it/una-proposta-per-lemilia-romagna/ ) a concrete and achievable proposal to immediately finance compensation to businesses and families, but above all for the safety of the territory. It was sent to all the mayors of the municipalities involved, to the President of the Emilia-Romagna Region, to the highest national institutional positions, to the Government, to the Minister of Economy, as well as to all the Parliamentarians of the Chamber and Senate.
On 12 June 2023, as President of the social promotion association Moneta Positiva APS (registered for 5×1000 you can support it "for free" with your tax code no. 93089040385) I asked the Emilia Romagna region for one of the rooms that can be requested by external parties to hold conferences.
The Emilia Romagna Region denied this event with a letter dated 14 June 2023, where I was informed that "it is not possible to grant the use of the Guido Fanti multipurpose room, as it is not an event organized in collaboration with the Legislative Assembly or with the Council and it is not an event (…) of significant institutional, cultural or scientific interest ".
If a proposal for flood victims is not a demonstration of significant institutional interest, I wonder what could ever be a topic of significant institutional interest for the Emilia Romagna Region. But we didn't lose heart.
The proposal of 18 December 2023
On 18 December 2023 I sent again to all the interested institutions, from the President of the Republic, the Council and the ER Region, to all the regional councilors of Emilia Romagna and mayors of the flooded municipalities, a letter containing a more detailed proposal that you can download here https://drive.google.com/file/d/1Y1EQ4xWqiMeySLxScZd81FANjQIW31AR/view?usp=sharing .
With the precious collaboration of the regional councilor Maura Catellani, we returned to the office to request the Guido Fanti Room of the Assembly again, being able to count on his role as a member of the Legislative Assembly.
Initially the room was dutifully granted for 1 March 2024, but after a few weeks from the request, the authorization was denied and, only in the following days and after some insistence, replaced with the Sala XX Maggio of the Regional Council, which was even more spacious.
Unfortunately, however, the use of the Sala XX Maggio was also revoked this time the day before with the excuse that, strictly according to the Council's regulations, patronage from the Council had not been requested, which however it was not necessary to request for the Guido Fanti room of the Assembly.
The Conference of 22 March 2024
Maura Catellani is not someone who backs down if there are obstacles to the realization of an event, especially if it is relevant to the innovative contents in favor of flood victims in Emilia Romagna. Having gathered the League's Advisory Group around her to exert greater pressure, she returned to the office requesting any room to hold the conference, managing to obtain only the Library Room of the Legislative Assembly for 22 March 2024.
The conference was therefore held on the scheduled date without further last-minute surprises, in a somewhat "renovated" room within the reading spaces of the Library, but in the end, considering the cultural, economic and social content of our relationships, we found ourselves perfectly at ease in that place, certainly more suitable for talking about these important topics.

I sincerely thank Maura Catellani for having demonstrated creativity, stubbornness and courage in organizing a conference that talks about money and sovereignty within the Library of the Legislative Assembly of the Emilia Romagna Region, which certainly did not have the support and favor of institutions.
At the end, I also thanked the library employees who took care of the layout of the room among the shelves with books, and I also gave the manager a copy of my book "Un Mondo Positivo".
