- it was not required by the PNRR (I challenge anyone to show me which milestone it corresponds to and which installment would be blocked by postponing this approval);
- it did not have mandatory processing times, not being a law decree, but rather, being a bill of government initiative, which therefore by parliamentary practice would not lapse in the next legislature (things that instead happen to bills of parliamentary initiative);
- did not register nor had registered a large majority, as confirmed by the words of the resigning President of the Council, prof. Draghi, who in his penultimate speech to the Senate said: "The reforms of the CSM, the land registry, the bathing concessions have shown a progressive chalking of the majority" ( here ). The "chalking" of the majority on the fiscal delegation (= land registry) implied that this delegation did not fall within the perimeter described by the President of the Senate for the acts that could be worked on in loose chambers: "the legislative activity of the Assembly and of the Commissions, according to parliamentary practice, it will be limited to the examination of due documents, such as the draft laws for the conversion of the decree-laws and the urgent acts connected to international and EU obligations, such as the acts of implementation of the National Recovery and Resilience Plan, as well as any bills on which there is a broad consensus [not flour, NdCN].
