LOCAL PUBLIC TRANSPORT

The law decree provides that “in consideration of the persistence of the epidemiological emergency from Covid-19, the endowment of the fund referred to in article 1, paragraph 816, of law no. 178, increased by a further 450 million euros for the year 2021 ". The amount, which is added to the 390 million already provided for the same purpose by the previous government, is intended "to finance the additional services planned in order to cope with the effects deriving from the limitations placed on the filling coefficient of the vehicles, with the results of the prefectoral tables referred to in the decree of the President of the Council of Ministers adopted pursuant to article 2 of the decree-law of 25 March 2020, n. 19, converted, with amendments, by law 22 May 2020, n. 35 ".
The resources, up to 45 million, will be disbursed to offset the higher costs incurred by companies for the sanitation and sanitation of vehicles and for other initiatives aimed at reducing the risk of spreading the virus for users of local public transport, such as special agreements also with NCC and Taxi.
THE MOBILITY MANAGER
In Sostegni bis there is also an ad hoc fund for the identification of a "mobility manager" of companies, businesses and the public administration with the aim of "preparing, by 31 August 2021, a plan for the home-work travel of its staff who can contribute to the achievement of the purposes referred to in this paragraph; these contributions are intended to finance, within the limits of available resources, sustainable mobility initiatives, including car-pooling, car-sharing, bike-pooling and bikesharing initiatives, in line with the forecasts of home travel plans – work adopted by the deadline of 31 August 2021 ". Schools will also have to appoint a mobility manager, who will have to prepare the travel plan for students and school staff. In both cases, the contributions are aimed at sustainable mobility initiatives, including car-pooling, car-sharing, bike-pooling, bike-sharing.
ALITALIA
Not just public transport. In the decree there are also 100 million for Alitalia, currently in receivership, "in order to avoid the risk of interruption of the scheduled passenger air transport service and guarantee territorial continuity"
The six-month loan is “to be used for operational and management continuity. The loan referred to in paragraph 1 is granted, also through treasury advances, with the application of interest at the six-month Euribor rate published on the working day prior to the disbursement date, increased by 1,000 basis points, and is returned on maturity, for capital and interest, in pre-deduction, with priority over any other debt of the procedure ".
SUPPORT BY AIRPLANE SECTOR
Measures also for the entire aviation sector. "Due to the onset of the Covid-19 epidemic, the endowment of the fund referred to in article 198 of the decree-law of 19 May 2020, n. 34, converted, with amendments, by law 17 July 2020, n. 77, increased by 100 million for the year 2021 ”, reads the Decree.
The increase referred to in paragraph 2 is intended to compensate: "within the limit of € 285 million, of the damage suffered by airport operators in possession of the required valid certificate issued by the National Civil Aviation Authority" and "in limit of 15 million euros for damages suffered by airport ground assistance service providers in possession of the required valid certificate issued by the National Civil Aviation Authority ".
INITIATIVES FOR RAILWAY TRAFFIC
For rail traffic, on the other hand, the decree makes available up to "150 million euros for the year 2021 in favor of Rete stazione Italiana Spa".
ANAS
Among the measures for road transport, and with the aim of guaranteeing the safety of road traffic and covering the costs associated with the activities of monitoring, surveillance, management, surveillance, infomobility and maintenance of the roads included in the network of national interest " the expenditure of 35.5 million euros for the year 2021 is authorized in favor of ANAS SpA. 2. For the purposes referred to in paragraph 1, as well as to ensure the maintenance and inspection of the entire road network, Anas SpA is authorized to hire, in the years 2021 and 2022, with fixed-term employment contracts 370 units of highly specialized personnel in the fields of engineering, plant engineering, electrical engineering and maintenance of road infrastructures, from framing on the basis of the current national collective bargaining agreement. To this end, the expenditure of 12.63 million euros for the year 2021 and 25.258 million euros for the year 2022 is authorized. 3. The charges deriving from this article, equal to 48.13 million euros for for the year 2021 and 25.258 million euros for the year 2022, it is provided in accordance with article 77 ".
