Assoprevidenza, what it does and who are the partners of the association in the hearts of Italia Viva and Fratelli d’Italia

Assoprevidenza, what it does and who are the partners of the association in the hearts of Italia Viva and Fratelli d'Italia

Because the Assoprevidenza dossier animates the political, parliamentary and trade union debate

Naming is an important aspect of communication. The MPs of Italia Viva are well aware of this and thanks to the change of name they managed to merge " Assoprevidenza ", an association that brings together part of the Italian pension funds, into the third party "Committee for the promotion and development of supplementary pensions". A move that is accompanied by a hoard of 29.5 million euros of public funds to be allocated precisely to Assoprevidenza .

ITALIA VIVA AMENDMENT PASSED WITH FDI AGREEMENT

Italia Viva, with an amendment to the Pa 2 decree signed by D'Alessio, Rosato and Boschi, wants to correct article 58 bis of decree-law 124 of 2019 which defines the role and function of the Committee, replacing the name "Previdenza Italia" with "Assoprevidenza". The decree will be voted today, with confidence, in the Chamber. As Repubblica writes, the amendment had arrived on Thursday night during the joint session of commissions I and XI of the Chamber (chaired respectively by Nazario Pagano of FI and Walter Rizzetto of FdI).

THE AGREEMENT BETWEEN ITALIA VIVA AND THE GOVERNMENT ON ASSOPREVIDENZA

Italia Viva managed to pass its amendment thanks to the agreement with the parliamentarians of FdI and the Government. The go-ahead, writes Repubblica , would have come from the legislative office of the Ministry of Labour. But the name change is not the most important aspect of the matter. Together with the new name , 29.5 million of public money will also pass through Assoprevidenza, of which 1.5 million by 30 September.

THE AMENDMENT SKIPPED IN THE BILLS DECREE

As Repubblica recalls, Italia Viva had already tried to pass this amendment under the Bollette decree. It was stopped by the President of the Republic Mattarella for non-involvement in the matter. This time the agreement would have been managed without the knowledge of the League, under the direction of the FdI deputy Andrea De Bertoldi and the implicit ok of the Minister of Labor Marina Calderone (who in 2014 had been promoted by the then Premier Renzi in the BoD of Leonardo ).

THE COMMITTEE FOR THE PROMOTION AND DEVELOPMENT OF SUPPLEMENTARY SOCIAL SECURITY

The Committee for the promotion and development of supplementary pensions was established on February 21, 2011 thanks to a resolution voted by the Labor Commission of the Chamber which committed the Executive to "invest strongly in the potential of the pension fund system, in particular by assessing the opportunity to support any organisational, promotional and information initiatives, also at the instigation of the bodies and structures concerned, aimed at putting the same funds into a system". In 2019, the Conte II government with decree-law 124 had ordered a contribution for its operation of 1.5 million for 2020 and 2 million from 2021 to 2034. A total of 29.5 million which, however, the Ministry of Labor has not never disbursed. The Committee also had the task of financial information and training, of initiatives aimed at developing supplementary pensions and increasing the membership of workers and social security institutions, also with the participation of representatives of pension fund associations.

WHAT IS ASSOPREVIDENZA

The beneficiary body of the amendment is the Italian Association for Complementary Welfare which, according to what is reported on its website, "operates on a non-profit basis as a national technical center for complementary social security and assistance and brings together second pillar pension schemes of all types, funds and organizations with charitable purposes as well as operators in the sector". Basically, the Association brings together a part of the Italian pension funds. Assoprevidenza chaired by Sergio Corbello (in the photo) is active in social security and complementary assistance. Sector that has become increasingly central as a result of the slimming treatment to which public welfare has been subjected and which in the coming years will guarantee ever lighter pension payments. “The Association was formally established in August 1991 – continues on the website -, on the initiative of a group of administrators and managers of supplementary pension funds. Among the founders Sergio Corbello, current president”.

ALL ASSOPREVIDENZA PARTNERS

As stated on its website, Assoprevidenza "brings together a selected group of supporters of the culture of supplementary pensions and welfare in Italy". His “Partners Club” includes big names in finance and social security: from the Azimut group to Black Rock, from BNP Paribas to UBS, from Dolittte to Coima. And then again ReamSGR, Neumberger, StepStone, Quaestio, Nummus, FSI, Finint SGR, European Brokers, ElipsLife, C&A, Conser, Caoutal Partners, BFF, ApSGR, Anima, AcomeA, LGT Capital Partners.

THE UNION CLAIMS AGAINST ITALIA VIVA AND ASSOPREVIDENZA

“It is unacceptable to entrust all the functions of the Committee for the promotion and development of supplementary pensions , a third party body desired by Parliament, to a private structure, Assoprevidenza, guaranteeing it the full availability of 29.5 million euros of public resources. It is natural to wonder the reason for such a choice, absolutely wrong for us". To write it is the CGIL which entrusts all its disappointment to a note. “For some time – continues the CGIL – we have strongly reaffirmed the need to relaunch membership of the negotiated supplementary pension, making it effectively accessible also to those who work in small businesses and young people. There is a table at the Ministry of Labor that should discuss precisely this issue on 18 September, but the Government has decided to go ahead independently, as with all the other matters being discussed”.
