Because a reform of active policies is urgently needed

Because a reform of active policies is urgently needed

The intervention of Alessandra Servidori

A very tough challenge that we must win.

We are talking about active policies for a future of development of the Italian labor market.

We have young people looking for a job, we have workers and workers made redundant and we have the so-called fired around 55 years old, we have workers and self-employed workers and parasubordinates. For the quarter we are currently experiencing (June / July / August), the Excelsior Observatory of Unioncamere reports that companies are looking for 560,000 employees but 30% cannot find them. The greatest difficulties are found in the highest professional figures: managers, highly specialized professions and technicians (e.g. doctors, pharmacists, IT specialists) who have an index of difficulty in finding more than 43%, but which represent only 92,000 units compared to those researched. Bad very bad for the segment of specialized workers and operators of plants and machines, for whom the difficulty of finding is just under 40%, but for much higher quantities they are 173,000.

The unskilled workers, porters, couriers, cleaners in total almost 200,000 potential workers are not found and not for lack of training because no specific professionalism is actually required. The economic resources for education / training must be put in place immediately to adapt the skills especially for IT technicians, beauticians, or perai, electro-mechanics, transporters who in any case involve multi-year courses and it is necessary to intercept the candidates that is the fateful meeting demand and offer.

We have some sources of resources from which to draw from both the ESF and the NRP : the New Skills Fund program, the Youth Guarantee program, the GOL Relocation Program, the Complementary Fund, the Interprofessional Funds, must allow a revolution both to be governed and activates both the CPI, both the navigators, and the effective subsidiarity between them and the employment agencies, and that is to realize (also on the basis of the best practices we have) total equal access and functions between accredited public and private operators .

It means financing to supply and not to demand (dowry system), the operator's freedom of choice but the obligation to activate it within a certain time frame and the conditionality to get back the relocation allowance. All managed preferably by Anpal or by INPS (however rearranged because it is now in great confusion) for an effective and orderly coordination of the provision of unemployment benefits, of the financing of the Active Policy, of the implementation of any provision of conditionality.

The reasons for the immediate reform are there for all to see: both the supply of information and training is obsolete, so it is necessary to enable the demand so that it is free to choose the best solutions also because many unemployed or unemployed need facilitators. real aids in the flesh that advise them in the use of the same dowry that can be received in order to orient the selection of the trainer to the needs of the possible new employer and therefore better retrain the staff we now have avoiding formalities to lose as "taking charge" and "skills assessment".

You need to be dynamic in the area where you work, obviously also prepared on a contractual and negotiating level, and promote concerted solutions with entrepreneurs or business associations, inclusive relationships based on collaboration between schools, universities, businesses, inter-professional funds.

We also know well that in times of pandemic with the explosion of the cig (although the estimates indicated that only 40% of the authorized hours were used), with the uncertainties of the markets still operating, the Common Notice of 30 June is certainly a step forward, even if the social partners and therefore trade unions and employers' associations will have to really roll up their sleeves above all on the agreements that may concern, in fact, not only the re-employment for possible dismissals but above all to reach agreements at the level of proximity for the regulation of specific matters relating to the organization of work and production, with reference to:

  • audiovisual systems and introduction of new technologies;
  • duties of the worker, classification and classification of personnel;
  • fixed-term contracts, part-time, modulated or flexible hours contracts, solidarity regime in tenders and cases of recourse to the provision of work
  • discipline of working hours;
  • methods of hiring and discipline of the employment relationship, including coordinated and continuous project collaborations and VAT numbers, transformation and conversion of employment contracts and consequences of withdrawal from the employment relationship, with the exception of discriminatory dismissal, the dismissal of the worker in conjunction with the marriage, the dismissal of the worker from the beginning of the period of pregnancy until the end of the periods of interdiction to work, as well as up to one year of age of the child, the dismissal caused by the application or the use of parental leave and for the illness of the child by the worker or worker and dismissal in the event of adoption or foster care.

The tool offers companies the possibility to derogate within certain limits from the provisions of the law and of the collective agreement to adapt them to the conditions and work organization needs of each company, without prejudice to compliance with the Constitution, Community legislation and international Conventions.

All this concerns proximity bargaining pursuant to art. 8 DL 138/2011, converted into Law 148/2011. A tool to be used well and immediately also because companies have real support for decontribution and the CNEL and the Ministry of Labor have collected the agreements made and it is enough to really want and know how to put them in place.
