Because Confedir signed Brunetta's pact for public employment

Confedir signed on March 30 with the Minister of Public Administration, Renato Brunetta, the pact for the innovation of public employment and social cohesion. Here because. The intervention of Michele Poerio, Confedir general secretary

Confedir signed on March 30, in Palazzo Vidoni, with the Minister of Public Administration, Renato Brunetta, also present the president of Aran, Antonio Naddeo, the pact for the innovation of public employment and social cohesion.

Confedir shares the programmatic lines that the minister presented last March 9 to the joint commissions for Constitutional Affairs and Labor of the Chamber and Senate because they are mainly centered on the need to "restore dignity, pride, authority and value" to those who work for the public. Administration that must become the catalyst for the recovery of our country and the Recovery Plan.

In truth, the plan is somewhat generic in some points, as for example in the declaration of intent on the strengthening of the National School of Administration.

It will be about the 25th time that my considerable age has allowed me to listen to PA reform projects in the last 30 years which, in most cases, have failed miserably.

And as a doctor (I am an old hospital Primary and Director of the Surgical Department) I can only greatly appreciate the words spoken by the Minister during the meeting: "For too long, and we have to do mea culpa, we have seen the Public Administration as a cost . A prejudice that has lasted too long. With the pandemic we have seen that if there had not been doctors, nurses, law enforcement, this country would have disintegrated. We have to start from here ”.

Let's start again, I add, with a real consultation but with all, and I underline all, the Confederations and representative trade union organizations because the proper functioning of the PA is fundamental, I would say indispensable, for the realization of the Recovery Plan.

Next, then:

  • with a very rapid opening of the 2019-21 contractual round (delayed by the failure to sign the CCNQ for the definition of the sectors and bargaining areas due to ridiculous obstacles of some mini unions);
  • with the discipline of agile work;
  • with a new professional classification in the public service that requires an indispensable generational change;
  • with adequate investments in staff training (currently € 49 per year per employee is allocated);
  • with an effective digitization of administrative processes;
  • with a “true” enhancement of public managers and professionals as civil servants protagonists of the reforms, starting from a clear separation between politics and administration;
  • with a revision of the professional regulations;
  • with the introduction of a managerial figure, a point of connection between management and the management area;
  • with fundamental investments in health, education and research.

For Confedir, executives and professionals will be ready to be an active part in the reform and renewal processes of the PA only by implementing the proposed programmatic lines, due to the unfailing strategic role they play will be one of the most important levers for improving efficiency and effectiveness of the administrative action and indispensable prerequisite for an increase in the productivity of our country.
