Ideas, proposals and wishes of the Base Italia association chaired by Luciano Floridi and coordinated by Marco Bentivogli

Government stability is not an altar on which to sacrifice the executive's efficiency, not even in a pandemic. This is the thesis of Base Italia , the cultural association of liberal inspiration promoted and coordinated by the former secretary of CISL metalworkers Marco Bentivogli . 

Base Italia has prepared a plan of proposals to overcome the institutional impasse that Italy is going through and that has overwhelmed the second Conte government.

The Base Italia association sees illustrious names in its scientific committee starting with the philosopher Luciano Floridi, president of the association, the former Minister of Research Maria Chiara Carrozza , the economist Leonardo Becchetti, the Jesuit father Francesco Occhetta (formerly in Civiltà Cattolica ), the sociologist Mauro Magatti, the president of Adapt Franco Seghezzi, Carlo Cottarelli , prof. Alessandro Rosina, Carlo Stagnaro (Bruno Leoni Institute) and the Catholic economist Stefano Zamagni. 

The Government of National Unity

Marco Bentivogli's association has clear ideas to overcome the crisis triggered by the excesses of Senator Matteo Renzi : Government of national unity aimed at "governing the emergency with effective measures and preparing the relaunch of the country". The new Executive should be open to "the best personalities in the various fields , with management skills and experience". Base Italia starts from the consideration that the number of deaths from Covid (the highest in Europe) and the unflattering forecasts on the fallout of the GDP require the country to leave behind customizations and party divisions, to embrace a unified vision. 

Vaccines: 60 million vaccinated by summer 

Base Italia divides the proposals into five points, the first of which provides for the implementation of a vaccination plan that has the objective of vaccinating 13 million people by the end of March and completing the vaccination of the entire population by the end of summer of 2021. A very ambitious prospect if you consider that the extraordinary Commissioner Domenico Arcuri said that the goal is to vaccinate 6 million people by March and 30 million by the end of the year. Base Italia suggests leaving the logic of total public management of vaccinations e it opens up to “all available resources, public and private to accelerate and, as other European countries are doing, provide for the timely provision of a greater number of vaccines in the short term”. 

Immediate reopening of the school 

The reopening of the school is one of the thorniest tables on which the Government and the Regions have confronted. Bentivogli proposes to reopen schools and universities in presence and to draw up a "skills recovery plan to be implemented in June July 2021". 

Healthcare: yes to the Mes 

A restorative treatment for Italian health, already weakened by about a year of pandemic and which will be further stressed by the vaccination campaign, could come from the funds provided by the European Union " or the Mes ". The Bentivoglio association proposes to “give more space to investments and new infrastructures in research , innovation and skills ”, as originally envisaged in the first draft of the Plan.  Another no comes for " subsidies and bonuses " which would be responsible not only for not solving the conditions of poverty and economic hardship but would increase inequalities. Finally, among Bentivoglio's proposals there is also room for "a more incisive justice reform than that now envisaged in the PNRR, competition, tax reform".
