More than 68 million euros have been assigned to private universities: over a third goes to the Catholic University of the Sacred Heart in Milan. This is what Bocconi, Luiss, Suor Orsola Benincasa and the online universities have received

“In the Budget Law we have laid the foundations for far-reaching interventions that will guide our work in the coming years”. This was stated by the Minister of University and Research, Anna Maria Bernini , in a statement published on the website of the Ministry of University and Research.

THE NEWS OF THE BUDGET LAW

The portal of the Ministry of University reports the new loans included in the Budget Law , the most relevant of which are:

  • + 500 million for scholarships in the two-year period 2024-2025;
  • + 300 million for university housing to support the demand for beds for off-site students;
  • + 5 million for scholarships for specialists in general medicine;
  • stabilization of the Fund to support rents for non-resident students, which amounts to 4 million for 2023 and 6 million starting from 2024;
  • + 30 million for the restoration of contributions and the premium quota of non-state universities;
  • + 15 million for 2023 for the CNR recovery plan;
  • 40 million for the career progression of researchers and technologists of entities supervised by the MUR;
  • scholarships for students with disabilities and for orphans and children of victims of terrorism.

HOW STATE AND OFF-STATE UNIVERSITIES ARE FUNDED

The Ministry of University and Research, in addition to carrying out an orientation function , also annually allocates funding to state universities and legally recognized private universities .

The institutional expenses, which include personnel and operating costs, of state universities are supported through the Ordinary Financing Fund (FFO). On the other hand, the State annually assigns a contribution provided for by Law 243 of 1991 to the functioning of legally recognized non-state universities.

FINANCING LOCKED

In addition to these funds, there are a series of specific interventions which, although forming part of the FFO, have restricted destinations. The main ones are:

  • the fund for the support of young people and to encourage student mobility (article 1, paragraph 1, Decree Law 105 of 2003 converted into law 170 of 2003;
  • the fund for postgraduate scholarships for research doctorates;
  • resources for extraordinary recruitment plans for professors and researchers.

CRITERIA FOR DISTRIBUTING RESOURCES TO STATE UNIVERSITIES AND PRIVATE UNIVERSITIES

The allocation of state resources to the university system takes place on the basis of defined parameters:

  • the standard cost per student;
  • the reward share in relation to the results of teaching and research;
  • equalization interventions to safeguard particularly critical situations.

FUNDING FOR PRIVATE UNIVERSITIES: MORE THAN 68 MILLION EUROS

The funding of legally recognized private universities is regulated by the law of 29 July 1991, n. 243. The law provides that the State can grant contributions , within the limits established by the same law, to legally recognized non-state universities and higher institutes that have obtained the authorization to issue university qualifications with legal value.

In 2022, 68,305,000 euros were attributed to non-state universities; of these, 2 million ended up in telematic universities.

2 MILLION EUROS OF PUBLIC FUNDS TO PRIVATE TELEMATIC UNIVERSITIES

The 2 million euros allocated to online universities have been divided into three categories. The amount of 1,392,491 euros is broken down on the basis of the following criteria:

  • 792,491 euros in proportion to the share of the contribution attributed to each online university;
  • 200 thousand euros in proportion to the number of students enrolled in the a.y. 2020/2021 with at least 5 credits in 2021 giving weight 1 to those enrolled in fully distance courses and 1.2 to those partially in presence;
  • 200 thousand euros in proportion to the number of students enrolled in the a.y. 2020/2021 totally exempt from student fees pursuant to Legislative Decree 68/2012, published by the Statistics Office of the Ministry;
  • 200 thousand euros , in proportion to the number of permanent professors and researchers in service as at 31 December 2021, attributing to each unit the following weights: 1 ordinary, 0.7 associates, 0.5 researchers.

Just under 20% of the total intervention, around 350 thousand euros, is assigned for reward purposes as follows:

  • 80% based on the results achieved in the research quality assessment (VQR 2015-2019);
  • 20% based on the Evaluation of Recruitment Policies, using data from the 2015-2019 VQR.

A further 250,000 euros are allocated for doctoral scholarships .

UNINETTUNO IS THE PRIVATE TELEMATIC UNIVERSITY THAT RECEIVES THE MOST FUNDING

The telematic university that receives the most funds is UNINETTUNORome with a total of 386,962 euros. Telematica e-Campus follows immediately after with 386,402 euros and Marconi – Rome with 343,258 . Last place, however, for the IUL Italian University Line with 8,289 euros.

MORE THAN 66 MILLION EUROS TO PRIVATE NON-TELEMATIC UNIVERSITIES

Non-state non-telematic universities, on the other hand, receive a much more substantial contribution. The amount of the allocation amounts to 66,305,000 euros .

Also in this case it is divided into a basic quota of 43,442,509 euros divided as follows:

  • 31,442,509 euros in proportion to the share of the contribution attributed to the same subjects for the year 2021;
  • 2 million euros in proportion to the number of students enrolled in the a.y. 2020/2021 totally exempt from student fees;
  • 10 million euros for non-telematic universities that received the same funding in 2021, as compensation for the loss of revenue from university fees and contributions deriving from the increase in total exemptions recognized in the 2021/2022 academic year.

Also in this case the reward quota amounts to about 20% of the total resources, 11 million euros , and divided as follows:

  • 60% based on the results achieved in the Research Quality Assessment (VQR 2015-2019);
  • 20% based on the Evaluation of recruitment policies, using data relating to the VQR 2015-2019;
  • 20% based on the result indicators relating to the general guidelines of university planning for the three-year period 2021-2023.

Finally , 11,692,491 euros are allocated to post-graduate scholarships, 8,200,000 euros to the Fund to support young people and to encourage student mobility, 2,500,000 euros, and 992,491 euros to the three-year University Planning 2021 – 2023. A further 170 thousand euros they are reserved for extraordinary interventions that assume a strategic value within the University's planning and are connected to the fields of research, teaching and internationalisation.

ALMOST 22 MILLION EUROS TO THE SACRED HEART CATHOLIC UNIVERSITY OF MILAN (IN 2018 THERE WERE 24 MILLION)

About a third of the total resources end up in the coffers of the Catholic University of Milan , a good 21,779,913 euros. Immediately after is the Bocconi University of Milan with 7,178,503 euros and in third position is the Suor Orsola Benincasa University of Naples with 3,218,458 euros, slightly more than the LUISS of Rome to which 3,041,430 euros go .

Among these, the most significant drop compared to 2018 was attributed to the Catholic University of the Sacred Heart of Milan: in 2018 it was attributed more than 24 million euros, to Bocconi just over 7,400,000 . Meanwhile, the funds for the Suor Orsola Benincasa University have grown: in 2018 they were less than 2,400,000 euros. Cinderella of private universities is the University for foreigners "Dante Alighieri", with "only" 117,204 euros .

Non-telematic private university assignments

THE PODIUM OF DOCTORATES: SACRED HEART, BOCCONI, FREE UNIVERSITY OF BOLZANO

Even for doctorates, the private universities that obtain the most funds are the Catholic University of Milan (2,871,408 euros) and the Bocconi University of Milan (1,059,732 euros). The third place is occupied by the Free University of Bolzano with funding of 844,700 euros; LUISS follows with 640,334 euros.
