Can you explain to me what the Italian Institute of Cybersecurity will be for?

If the Italian Institute of Cybersecurity arrives, two questions are immediately triggered. What will all the institutional bodies that have dealt with it so far? And above all, what have they done if there is a need for another team now? Umberto Rapetto's opinion

It is inevitable. If the Italian Institute of Cybersecurity arrives, two questions are immediately triggered. What will all the institutional bodies that have dealt with it so far? And above all, what have they done if there is a need for another team now?

Both questions are more than legitimate. Both of them risk triggering embarrassed responses or falling into thin air.

Already at the time of the Authority for Information Technology in the Public Administration (we are talking about the last century) the ring of information security and Networks could already count on a fair number of contenders. At the time it was desirable that the competence in this matter be centralized or at least coordinated, but every effort was in vain due to the immovability of the virtual Frisian horses that each entity had moved as a sign of openness to dialogue. In addition to the inevitable "national intelligence", a series of departments such as the Post Office and Telecommunications, Defense, the Interior had a say in the matter: each had valid reasons for pretending to sit at the table and discussed the ambition of having such a demanding cloche. Working groups and a thousand other initiatives have led to nothing, but – on the other hand – every potential actor on this stage has decided to generate specialized divisions, think tanks, departments of more or less emergency response.

The citizen was thus able to witness the swarming of acronyms every day more twisted. They were born the CNAIPIC ( Center National Anti-Crime Computer Security and Critical Infrastructures), the CERT (Computer Emergency Response Team), the CSIRT (Computer Security Incident Response Team) and CISR (Interministerial Committee for the Security of the Republic). The Agency for Digital Italy (AGID) also has its own initials, but there are also other entities that in different capacities or levels work or claim to work for our cybersecurity.

In other countries we hear of "Cyber Czar" and therefore of a sort of "Commander in Chief", the only interlocutor of those who govern. This role of enormous responsibility includes great autonomy, decision-making capacity, excellent ability to direct and coordinate the resources available or in any case that can be involved in case of need.

Why, instead of persisting in the useless display of announcements and salvific proclamations, does someone not bother to summarize what the many and perhaps too many protagonists of this “Never Ending Story” have done?

Being essentially faced with a disaster, why not try to make an inventory of the results achieved in the face of too many news episodes that highlight a substantial malaise of national reactivity on this front? Why, instead of choosing Gino Bartali's “ everything to be redone ”, do you not opt for a “ start from three ” like Massimo Troisi? Maybe “ non amm'fatt tre 'ccose bbuone ”?

Is it possible that in all these years and with the flower of the experts available – for example – of the Ministry of Technological Innovation and Digitization, it is not possible to draw conclusions and – having overcome the arithmetic obstacle – it is not possible to attempt the something more "algebraic"?

And if the institutions have little to tell and take refuge in a comfortable change of score, the national industry has nothing to say? Who in the state is involved in "technological scouting" and goes hunting for ideas that small companies and Italian start-ups struggle to bring out? Apart from the sad pages that led to Biraghi's torpedo , what were the hits that Leonardo / Finmeccanica scored on the international cyber security market?

Will you have to wait for the Italian Cybersecurity Institute to get some answers?
