Instead, the ordinance refers only to the caregiver, a term by which anyone could claim to be vaccinated by declaring themselves as such and without being obliged to provide any proof of status ".

"The general's order – adds Zoccano – expressly refers to subjects belonging to category 1 (High fragility – extremely vulnerable people; severe disability), listed in tables 1 and 2 of the Recommendations of 10 March 2021 adopted by the Ministry of Health, in collaboration with the same Commissioner, AIFA, ISS and AGENAS. Table 1 refers to a list of extremely vulnerable people, understood as people suffering from conditions that due to pre-existing organ damage, or who due to an impaired immune response to SARS-CoV-2 have a particularly high risk of developing serious or lethal forms of COVID-19, table 2 refers instead to people with disabilities (physical, sensory, intellectual, mental) pursuant to law 104/1992 art.3 paragraph 3. And it is precisely to table 2 that there is a note with the order to "vaccinate cohabiting family members and caregivers who provide ongoing assistance free of charge or under contract" ".

Zoccano continues: “Perhaps it is in this note the serious mistake committed by those who drafted and adopted the recommendations which is then transposed into the ordinance.
