THE MEASURE FOR THE REORGANIZATION OF THE LAW ON MILITARY REPRESENTATION

The first provision – reports the Presidency of the Council – provides for provisions for the reorganization of the law of 28 April 2022, n. 46, in the Code referred to in Legislative Decree 15 March 2010, n. 66, and for the regulatory coordination of the further legislative provisions governing the Institutes of military representation, pursuant to article 16, paragraph 1, letters a), b) and c), of the same law n. 46 of 2022 (legislative decree – preliminary examination).

The text thus modifies the provisions of the Code of the military system, of the laws and acts having the force of law and provides for the attribution to professional associations of a trade union nature among military representatives representing at national level the competences of the functions currently recognized to the organs of military representation , reports the government memo.

THE SECOND PROVIDES FOR THE INCREASE OF ARMED FORCES PERSONNEL

The second contains provisions regarding the revision of the military instrument, pursuant to article 9, paragraph 1, letters a) and c), of the law of 5 August 2022, n. 119 (legislative decree – preliminary examination).

The text intervenes on the discipline of the staffing of the personnel of the Armed Forces, foreseeing an increase from 150,000 units to 160,000 (3,700 for the Italian Army, 3,250 for the Navy and 3,050 for the Air Force). Furthermore, it reconciles the process of contraction of personnel that has started over the years with the progressive increase in the commitments undertaken by the Armed Forces, both nationally and internationally, attributable to the increased complexity of the global scenario, to the expansion of the Armed Forces' competences and tasks in matter of defense of space infrastructures and cyberspace in the military sphere and the involvement of the Armed Forces in events of public calamity and in situations of extraordinary necessity and urgency, reads the press release from Palazzo Chigi.

CROSETTO'S COMMENT

"Today a further step was taken towards the full implementation of the law on professional associations of a trade union nature among soldiers" commented the Minister of Defense, Guido Crosetto, at the end of the Council of Ministers.

As the Defense note explains, "the provision outlines the transition from the "professional" model of 150,000 units to the model of 160,000 units starting from 1 January 2034 and allows for the remodulation of the personnel of the Armed Forces, calibrating them according to the new functional needs. The provision will make it possible to increase highly and highly specialized professionals in permanent service such as doctors, personnel of the health professions, laboratory technicians, engineers, sappers, transport and materials logisticians, IT and commissioners".

THE MEASURE WILL NOT BEAR ON THE STATE CASH

Finally, the intervention – specifies the note from the dicastery headed by Crosetto – does not involve new or greater burdens on the public finances, as it is carried out within spending limits compatible with the savings achieved following the implementation of the revision process of the Military tool.
