Did you know that the millions of eco-bonuses for electric and hybrid cars are already over?

The new funds allocated by the government and operational from 10 am on 27 October were used up at around 2 pm the following day. And the government budget law does not mention either a refinancing or the hypothesis of structural incentives

The Ecobonus auto, intended for electric and plug-in hybrid cars, is dry again. And to say that the incentive designed to entice motorists to choose models with a very low environmental impact had just been refinanced with 65 million euros, sold out in just over twenty-four hours. To be precise, from 10 on 27 October, when the possibility of booking the amounts provided on the dedicated website was opened, at about 14 the following day. This means that now those who aim for a zero-emission or rechargeable hybrid vehicle must put on the plate from 1,500 to 6,000 euros more, a figure that differs depending on the type of car chosen and whether or not it is scrapped. Because, it is worth remembering, car incentives are structured in such a way as to favor “greener” technologies through the disbursement of contributions that decrease as CO2 emissions increase.

INCENTIVES FOR THE OTHER CATEGORIES CONTINUE

Reworked several times, in the latest edition they are structured around three emission bands: 0-20 g / km (electric), 21-60 g / km (plug-in hybrid) and 61-135 g / km. This last category includes mild-hybrid, full-hybrid and low-emission thermal cars and can still count on a dowry – as of 29 October – of 14.5 million euros. From October 2021, an incentive for used cars Euro 6 was also launched, which as of October 29th has 39 million available. And now what should we expect? Will the Ecobonus for electric and plug-ins be refinanced? Logically yes, because without it this type of vehicle is economically very far from being attractive.

STRUCTURAL INCENTIVES? NOTHING IN THE BUDGET LAW

In recent weeks there has been some insistence on making the state contribution structural, thus avoiding the start & stops that make customer choice difficult and the work of dealers and car manufacturers complicated. The Budget Law could have been the right occasion for a discussion on the matter, instead the law dismissed by the Council of Ministers does not spend a word on the automotive sector ignoring the appeals of the trade associations, which asked for the establishment of support for the purchase of long period. In the absence of which, a new drainage of resources from one category to another is to be hypothesized, mere accounting operations that denote the lack of a long-term vision towards a strategic sector.

A LONG PULL AND SPRING

It is certainly not the first time that the resources for auto incentives have run out. From March 2019 – when the Ecobonus became operational – the first stop took place on 27 August last, to remedy the government has simply moved the 57 million euros of funds allocated to the extra bonus, lowering the contribution by 2,000 euros (with scrapping) and 1,000 (without scrapping). Then, on September 24th those too ended and the Executive allocated 100 million fresh as follows: 65 million for the Ecobonus (bands 0-20 and 21-60 g / km), 15 million for low-impact cars ( 61-135 g / km) and 5 for the used Euro 6. The remaining 20 million are for the benefit of the M1 and N1 special trucks. Now begins the jumble of appeals, rumors, negotiations and hypotheses to understand what will happen.
