Those over 500 pages of project-sheets sent from Italy are not only the setting to music of the 300 pages of the Recovery and Resilience Plan (Pnrr). They are in fact the program, already written by the government in Rome and armored in the relationship with Brussels, of the next legislature in Italy. The time schedules attached to the Pnrr and the quantitative objectives of the cards are in fact more than simple commitments: they are thresholds that can block the individual payments of the Recovery funds, if they are not exceeded in the manner and on schedule. The first real verification of the implementation of the plan and the related reforms probably falls between December and January next. But this mechanism will remain current for the duration of the Recovery until 2026, with expirations of a few months from one disbursement to the next. Also because individual European governments, even the most intractable, will have a right to pause payments to others if they have doubts and grievances. It is not yet clear how exactly the "alert" mechanism will work and what happens in a country is missing a commitment. But that mechanism will be there.

For this reason it is not enough even for a government led by a credible figure like Mario Draghi to indicate intentions. The Commission wants measurable deadlines and targets, because it needs working tools. And he wants shadowless reforms. He wants encrypted objectives on the emergence of undeclared work, including data, foreseen penalties, certainties on the fight against illegal hiring. He also wants more operational certainties on the merit and timing of the competition rules (Giuseppe Conte's government had left nothing and Draghi got there at the last minute). Nor will he accept a disguised return to pensions at 62. And he has doubts about a mechanism like that of Industry 4.0 of Recovery because it is too generic (almost every instrumental expenditure falls within the relief) or in an eco-bonus that includes the third and fourth villas of the very rich.

What will emerge from this confrontation with Brussels will therefore be an (armored) government program. Until 2026.
