Yup! Today we can shout it to our members and to all the retirees who are our friends: we have achieved two great victories!

FIRST VICTORY

We have obtained the reinstatement of the equalization of pensions in the way that is least penalizing for our pension brackets.

It is a battle that Feder.SPeV. and Confedir have led since the times of the Monti government and minister Fornero, the Letta government, the Renzi government and the Conte I and II governments. We did it by all means and even by flooding the desks of senators and deputies with e-mails, with precise requests supported by the precious tables drawn up by friends Pietro Gonella and Carlo Sizia, whom we must publicly thank.

SECOND VICTORY

On December 31, 2021, the inequitable solidarity contribution ends, which even the Constitutional Court has recognized as illegitimate for the duration (5 and not 3 years), but, unfortunately, legitimate in the formulation and application (this is a real disguised tax charged to only of some retirees and not of the entire pool of taxpayers with equal income).

This issue too has always been defended by us, judgments and tables in hand. The “spurious and forced solidarity against the usual suspects” is over. We hope it is forever. For now we have won. But we will ensure that this never happens again, whatever the government and whatever the political majority that will rule it.

TECHNICAL ASPECTS

The decree of the Mef of 17/11/2021 (GU General Series n.282 of 26/11/2021) established (art. 2) to determine, on the basis of Istat data, "the percentage of variation in the equalization of pensions for the year 2021 in an amount equal to + 1.7% from 1 January 2022, except for an adjustment to be made at the time of equalization for the following year ".

As a result of the aforementioned Ministerial Decree, as well as the INPS circular of 23/12/2021 from 1 January 2022, and for the next three years, the 6 revaluation bands will no longer operate (100%, 77%, 52%, 47%, 45%, 40%), compared to the Istat index (bands introduced by the budget law 160/2019), to return to the more logical and fair criteria that had characterized the first decade of the 2000s, during which the increase from revaluation it did not take place according to a single percentage, decreasing with respect to the total value of the allowance (penalizing criterion introduced by the Letta Government with Law 147/2013), but to a distinct extent for the various segments of the amount of a single pension.

Therefore, from 2022, INPS pensions, formerly INPDAP, will have the following development, based on the different amount ranges:

  • up to 4 times minimum INPS 2021 (€ 2,062.32) + 100% Istat index = + 1,700% increase;
  • from 4 to 5 times "(from 2,062.33 to 2,577.90 €) + 90% ind. Istat = + 1.530% increase;
  • over 5 times "(from 2,577, 91 € onwards) + 75% ind. Istat = + 1.275% increase.

Therefore, for medium-high pensions (let's say those over 6 times the minimum INPS), from an overall recovery well below 50%, compared to the ascertained inflation of the period, up to reaching 80 – 85% .

The only retirees always protected from officially recognized inflation were therefore, even in the difficult years of the economic situation (from 2008 to today), exclusively holders of checks up to 3 times the minimum INPS (up to 4 times the minimum, from 2020 ).

At the end of 2021 we can say that the equalization of medium-high pensions (to be clear those of the ruling classes, health care ones in particular) was zeroed, or severely limited, in 11 of the last 14 years (78.57% of the period), trampling fundamental constitutional principles (in particular those of articles 36 and 38) and dozens of court judgments, causing pensions to lose up to 15% of their accrued value (and more have lost those who have also had to suffer the expropriation of the "contribution of solidarity").
