The Council of the European Union today adopted the Euro 7 regulation, the new and more stringent community standard on polluting emissions from road vehicles which will replace Euro 6. The document concerns cars, vans and heavy vehicles; in addition to establishing limits on emissions from exhaust, tire abrasion and brakes, it also establishes obligations for greater durability of electric vehicles and batteries.

THE NEXT BUREAUCRATIC STEPS

The Council's adoption represents the final stage in the decision-making process of the regulation, first presented in November 2022. The text will now be published in the Official Journal of the European Union and will officially enter into force after twenty days. The application dates, however, vary depending on the type of vehicle: they range from thirty-forty-two months for new cars and new vans to forty-eight-sixty months for new buses, trucks and trailers.

BETWEEN EURO 7 AND ELECTRIC CARS

The limits set by Euro 7 on the exhaust emissions of cars and vans will apply until 2035. From that date onwards, in fact, in the European Union it will no longer be possible to register this type of car equipped with an internal combustion engine because the obligations will come into force of 100 percent reduction in emissions: the aim of these obligations is to encourage the transition to electric mobility, consequently promoting the decarbonisation of the transport sector.

THE COMPROMISE ON THE EURO 7

The adoption of the Euro 7 standard by the Council was preceded , about a month ago, by the approval of the European Parliament. The document approved – at that time and today – is much more moderate than the Commission's initial proposal, which envisaged stricter and shorter limits in time.

This easing of Euro 7 obligations is the result of pressure from car-producing countries – such as Italy, France and the Czech Republic -, which considered the costs of adapting to the new standard too high, given the imminent end of internal combustion engine the need to concentrate investments in electrical technologies.

Business Minister Adolfo Urso welcomed the news of the definitive approval of the Euro 7 regulation, defining it as "a turning point achieved thanks to the Italian leadership, for a sustainable transition from a social and productive point of view".
