Fincantieri will supply two multi-purpose offshore patrol vessels (PPA) to Indonesia.

The Trieste naval group and the Indonesian Ministry of Defense have signed a contract, as part of the collaborative relationships initiated by the Italian Ministry of Defence, for the supply of two Ppa units, for a value of 1.18 billion euros. This was announced in a Fincantieri press release : thus confirming the rumors collected by Startmag last autumn according to which two multi-purpose offshore patrol boats (PPA), produced by Fincantieri and intended for the Italian Navy, were being sold in Asia.

The contract was signed by Fincantieri's number one, Pierroberto Folgiero, and the Indonesian Ministry of Defense, in the presence of Dario Deste, general director of the Military Ships Division.

The order – the first military order since before Covid – has historic significance since Fincantieri enters the Indonesian market for the first time. Furthermore, it confirms "the Group's growth strategy in the Defense market" indicates the note from Fincantieri.

FINCANTIERI'S CONTRACT WITH INDONESIA FOR PPAs

The ships covered by the order, originally destined for the Italian Navy, are currently under construction and fitting out at the Integrated Shipyard of Riva Trigoso and Muggiano, Fincantieri reports.

As the Navy website explains, the Multipurpose Offshore Patrol Boats (PPA) are part of the "Naval Program" for the protection of the maritime capacity of the Defense", ex law 147/2013 (Stability Law 2014), to acquire newly developed ships – 7 ships (+ 3 planned as an option) – for surveillance and national maritime security. The units are designed in three versions Light, Light plus and Full.

Fincantieri will then deliver patrol boats 5 and 6, namely Marcantonio Colonna and Ruggiero di Lauria, to Indonesia.

As part of the operation, the naval group led by Folgiero will act as prime contractor towards the Indonesian Ministry of Defense and will coordinate in particular the other industrial partners, including Leonardo, for the adaptations of the ships' combat system and the performance of related logistics services. The effectiveness of the contract is subject to the necessary authorizations from the competent institutions, the note from the Trieste group further specifies.

MERIT OF FRANCESCO MOROSINI'S NAVAL CAMPAIGN

The interest of the Indonesian Ministry of Defense in the Ppa Units arose from the naval campaign in the Far East of the Francesco Morosini, the second ship of the PPA class delivered in 2022 to the Navy , which also stopped in Indonesia in July 2023, continues the note of Fincantieri. According to the naval group, “the operation can trigger further synergies in the operational, industrial and technological fields between the two countries. The units will be able to support Indonesia in protecting national interests and contribute to the stability of the delicate strategic quadrant of the Indo-Pacific".

WHAT ARE PPAs

The Multipurpose Offshore Patrol Boat (PPA) represents a highly flexible type of ship with the ability to carry out multiple tasks ranging from patrolling with rescue capabilities at sea, to Civil Protection operations, as well as, in its most equipped version, as a fighting ship front line, explains the Trieste naval group.

In fact, different combat system configurations are envisaged: starting from a "light" version, relating to the patrolling task, integrated with self-defense capabilities, up to a "complete" one, equipped with maximum defense capacity. Furthermore, the unit is able to use fast boats such as RHIB (Rigid Hull Inflatable Boat) up to a length of over 11 meters via lateral cranes or a launching ramp located at the extreme stern.

THE VALUE OF THE PPA PROGRAM FOR FINCANTIERI

As already mentioned, the patrol vessels are part of the plan to renew the operational lines of the naval units of the Navy decided by the Government and Parliament and launched in May 2015 under the aegis of the Organization for Joint Cooperation in Armaments (Occar) with deliveries expected until 2026.

The value of the contracts of the seven units is equal to approximately 3.5 billion euros, announced in 2015 the group led at the time by Giuseppe Bono. Fincantieri's share is approximately 2.3 billion euros, while Leonardo's share amounts to approximately 1.2 billion euros.

In addition to the Fincantieri shipyards, the companies present in the fitting out of the ship also include Elettronica, Mbda and above all Leonardo. In fact, the former Finmeccanica, based on the 2015 agreement, holds the design authority of the entire Combat System.

THE NAVY WILL NOT BE WITHOUT TWO UNITS

So as in the case of the Fremms sold to Egypt , two other military ships originally intended for the Italian Navy will be sold abroad. But the Italian Navy will not be left without this. Just like for the ten Fremms, also in the case of the PPAs the Navy will have its seven units. Fincantieri is in fact committed to working at a faster pace.
