Foreign policy: all the proposals of parties and coalitions in the 2022 elections

From Europe to rearmament, up to the war in Ukraine: all the proposals of parties and coalitions on the subject of foreign policy

The electoral campaign for the political elections on 25 September developed around issues such as the economy, energy, taxation and work. Less attention has been paid to foreign policy, often read only in relation to the war in Ukraine and pressing energy issues.

Here is what the parties and coalitions propose in relation to our country's foreign policy.

CENTRO RIGHT: ITALY AT THE CENTER OF THE MEDITERRANEAN

The center-right coalition places foreign policy at the top of its agenda. “ Italy, fully part of Europe, of the Atlantic Alliance and of the West ”. The center-right proposes a foreign policy "centered on the protection of the national interest and the defense of the homeland", guarantees compliance with international alliances and " the commitments undertaken in the Atlantic Alliance , also with regard to the adjustment of appropriations for defense, support to Ukraine in the face of the invasion of the Russian Federation and support for any diplomatic initiative aimed at resolving the conflict ”. It places our country at the center "in the Mediterranean area" and returns the defense of " Europe's classical and Judaeo-Christian historical and cultural roots and identities ". With regard to European policy, given the "full adhesion to the European integration process", the center-right promises to work for "a more political and less bureaucratic European Union", to try to revise the "rules of the Stability Pact and economic governance in order to implement policies capable of ensuring stable and lasting growth and full employment ”. Fratelli d'Italia, the party that, according to the polls, is the leader of the coalition, only exposes its idea of politics at the end of its program. “After too many years of marginalization under left-wing governments, Italy must return to being a protagonist in Europe, in the Mediterranean and in the international chessboard”, writes the party of Giorgia Meloni . Fratelli d'Italia focuses its foreign policy "on the protection of the national interest and on the defense of the Fatherland" while "fully respecting our international alliances, also by adjusting the appropriations for Defense to the parameters agreed upon in the Atlantic Alliance ", in order to to make the European Union "a" European column "of NATO". FdI also underlines how important is the defense "of the" sixth domain ", that of knowledge, in the" new Cold War "of disinformation". To these positions the Lega program adds: the restoration of "an order based on stability and economic equilibrium"; an activity of negotiation "of conflicts and tensions in neighboring foreign countries " which envisages a compromise between Ukraine and Russia, the "moderation of the growing tensions in the Balkans and the" consolidation of a true peace in post-conflict countries such as Armenia and Azerbaijan "; Italy "must become the bridge to third countries in the name of NATO and Europe, assuming the role as one of the main interlocutors of the West and, in certain situations of conflict, cooperating with the UN to work on regional crises and global.

THIRD POLICY: WORK FOR A COMMON FOREIGN POLICY

The foreign policy envisioned by the Third Pole is strictly connected to the European one. The most impactful proposal concerns, in fact, the adoption of a common foreign policy. “ The conflict in Ukraine has made the need to adopt a common European foreign policy even more evident – reads the centrist coalition's program -. However, at present, an agreement between 27 countries on foreign policy does not seem like a viable path. We therefore propose to start negotiations only with the countries concerned and with which it is possible to find an agreement. In the short term, foreign policy could be implemented through contingents composed of national armies and then in the long term arrive at a more consolidated integration of the army and common defense ”.

PD: EUROPE IS THE MOTOR OF A MORE JUST GLOBALIZATION

Even for the Democratic Party, Italy's foreign policy cannot be imagined except together with European politics. “The current European institutional architecture limits the Union's action to crucial sectors such as energy, defense, foreign policy, health, immigration, social policies. It is time for a reform of the Treaties that allows an institutional leap forward (starting with the abolition of the right of veto) to make the EU a true power of values in the world of today and, above all, of tomorrow ", reads the program . The PD program aims to relaunch Europe's role as “the engine of a fairer globalization, based on high-level social and environmental standards”. The PD is committed to " promoting the adoption of a minimum global tax on multinational companies (Minimum Global Tax), as proposed by the OECD and the G20, as well as supporting the Carbon Border Adjustment Mechanism (CBAM), because our industrial fabric be put in the condition of being able to invest in the green transition, without suffering unfair competition from foreign companies subject to less stringent environmental standards ". Progressives also have a plan on the protection of human rights: " At the same time, we believe it is important to introduce sanctions on companies that do not take concrete measures against child labor, forced labor and human trafficking in global supply chains, guaranteeing the implementation of international conventions on decent work and human rights ”.

ITALIAN LEFT AND VERDI: ITALY'S FOREIGN PEACE POLICY

"Italy of peace" is what the Italian Left and the Greens imagine, proposing a plan for the immediate and medium term. Progressives, for the short term, propose:

  • Approval proposal “Another Defense is Possible” (DCNAN): Establishment of the Department of Non-Armed and Nonviolent Civil Defense;
  • Motion for Italy's accession to the Treaty for the Prohibition of Nuclear Weapons (TPNW), as an observer state;
  • Submit a proposal for the moratorium on additional expenses provided by the Ministry of Defense for the new weapon costs.

For the medium term instead:

  • Framework law establishing the Civil Corps of Peace. Make it an ordinary law;
  • Establishing law of the National Research and Study Institute for Nonviolent Conflict Resolution;
  • Make the Universal Civil Service stable, operational and open to all;
  • Possibility of objection to military expenses;
  • Legal actions for the International Recognition of the new laws of robotics;
  • Conversion plan for the Italian war industry – Dedicate a national day to the "environmental martyrs";
  • Transforming ecocide into the fifth international crime subject to the AIA Tribunal.

M5S: NO TO REARM BUT ITALY IN NATO

The M5S places the “solid position of Italy in the Atlantic alliance and in the European union” among the objectives of its program. Not with " fideistic " specifies Conte's party " that makes Italy a protagonist in the various fora ". A clear difference with respect to the centrist and center-left coalition can be found in the rearmament policy with respect to which the M5S sanctions a firm "No to the race to rearmament, yes to the common European defense project for peace and security".
