EXTRACT FROM RENZI'S BOOK PUBLISHED ON CORRIERE DELLA SERA: DRAGHI, GIAVAZZI AND THE PLAN TO GO TO QUIRINALE

I had been careful in the first days of the quirinal votes. As always in these cases I had more candidates. I told everyone that for the solidity of the institutions the most logical thing seemed to me to move Mario Draghi to the Quirinale and strengthen the political profile of the government. It wasn't an easy transition. Many feared him. I thought that Draghi for seven years would have done better in the country than just one year at Palazzo Chigi.

Of course: his running had some handicaps. And obviously among these was the very strong resistance of Cinque Stelle, Forza Italia and Lega. I think, however, that this hostility could have turned into support – at least on the right – if only Draghi had chosen to play the cards differently. More than Draghi, I would say his closest collaborators. In fact, Draghi has always been extraordinarily elegant. He has always truly given his availability as "a grandfather at the service of the institutions". He would certainly have done well at the Quirinale and certainly will do well at Palazzo Chigi this year. He did not brigade. And I can say that I witnessed it having made some meetings and phone calls with him since the years in which he was at the ECB.

I fear, however, that his closest collaborators – especially Francesco Giavazzi and Antonio Funiciello – have built a wrong strategy. The mistake of the Draghi's Boys was to think of arriving at the Quirinale against politics, as a reaction to the difficulty of politics. They thought they were called to the Quirinale as a sort of natural solution if the political component continued to weaken. I had explained instead that the main road was the other: try to offer the parties a legislative pact, including the agreement of a new government, perhaps more markedly political. And on this also Salvini had – we must give to Cesare what is Cesare's – officially opened at the beginning of January. Not so much Draghi, but his people insisted on characterizing the premier as the solution to be presented against the inconclusiveness of the parties. It is the demonstration that one can be a good professor at the university, but that Parliament is something else. In Italy, if you go against parties, you can get anywhere except Colle: the way this institutional system is made, with the assembly of the electors, you do not become president of the Republic against parties. It seemed to me that Draghi had this very clear in our January meetings between Città della Pieve and Rome, but that his two main collaborators did not understand it at all. A clear sign that today in Palazzo Chigi the most political of all is the prime minister.

Too bad because this inability to read the policy of the Draghian technicians has prevented a solution that could be difficult to build, but very useful for the country.
