Here are the new rules on green passes and pads for schools and transport

What does the new anti Covid decree provide with the provisions on the green pass for school, university and long-distance transport

Extended green pass and more.

Here are the new rules on green passes and pads for schools and transport.

After restaurants, swimming pools, gyms, cinemas, stadiums and theaters, the government approves the new decree that makes the use of the green pass mandatory for schools, universities and long-distance transport. The text, 10 articles, enters into force the day after its publication in the Official Gazette, therefore by 7 August.

SCHOOL AND UNIVERSITY

Prof and non-teaching staff must have and exhibit the certification and if they do not, sanctions will be triggered: failure to comply with the provisions, says the draft of the decree, "is considered unjustified absence" and after 5 days the employment relationship "is suspended and no remuneration or other remuneration or emolument is due ". Controls will be the responsibility of school leaders.

SAMPLE CHECK ON UNIVERSITIES

“All school and university staff and university students (who may be subjected to random checks) must have a green pass. Failure to comply with the requirement is considered unjustified absence and starting from the fifth day of absence, the employment relationship is suspended and no salary or other compensation is due ”, says Palazzo Chigi .

THE DISTANCE

Again with regard to the school, the decree recommends respecting the spacing of one meter, "unless the structural-logistical conditions of the buildings allow it" and reiterates the obligation to wear a mask for all students, with the exception of children under 6 years and for those with pathologies incompatible with use. However, the government does not rule out the possibility of staying in class without a mask: for classes of students "who have all completed the vaccination cycle or have a certificate of recovery", the protocols may provide for exceptions to the obligation. The decree, on the other hand, is very restrictive on the possibility of waiving the presence of students in the classroom. The governors will be able to arrange the Dad only for "specific areas of the territory or for individual institutions … exclusively in the red or orange zone" and "in circumstances of exceptional and extraordinary need due to the onset of outbreaks or the extremely high risk of spreading the virus or of its variants in the school population ".

PADS AT 8 EURO FROM 12 TO 18 YEARS

Always with a view to favoring the return to school, the Commissioner for Emergency Francesco Figliuolo signed the memorandum of understanding with the pharmacies for antigenic swabs at controlled prices: young people aged 12 to 18 will pay 8 euros, the over 18 instead 15. In bookings, pharmacies will have to give priority to children and will have a total remuneration of 15 euros, 7 of which will be covered with a contribution from the state.

LONG-DISTANCE TRANSPORT

The other central point of the decree is the obligation of the green pass for long-distance transport, which takes effect from 1 September. It must be shown to board airplanes, ships and ferries, high-speed trains and Intercity trains and also scheduled buses connecting different regions or those for hire with driver. The checks will be carried out by the service managers and whoever is found without the pass will have a penalty from 400 to one thousand euros. On the other hand, there is no obligation for connections with the smaller islands and for the Strait of Messina, for buses and subways of local public transport and for regional buses and trains. For both long-distance and local public transport, the capacity will rise from 50 to 80%, both in the white and yellow areas.

HOTELS

In the decree there is no specific rule but the CDM has confirmed what has already been foreseen: customers who want to access the restaurants and bars indoors within the structures will not have to use the green pass. For the wellness centers of the hotels, however, the pass will be used as established by the July decree.

VACCINATED QUARANTINE AND REITHERA

The control room between the majority group leaders also gave the green light to two other measures. The first concerns the quarantine for those who have completed the vaccination cycle and come into contact with a positive at Covid: they will have to remain in isolation no longer 10 days but seven, at the end of which they will have to take a swab. An order by the Minister of Health Roberto Speranza defines the procedure for those who have experimented with the Reithera vaccine and have had one or two doses of that drug: there will be a certificate of temporary vaccination exemption valid until 30 September. The certificate will be issued by the doctor in charge of the center where the administration was made. SAN MARINO An exemption is also provided by the decree for citizens residing in San Marino, where most of the population is vaccinated with Sputnik, the Russian drug not recognized by the EMA. For them there is an exemption until 15 September.

COVID-19

Urgent measures for the safe exercise of school, university and transport activities (decree-law)

The Council of Ministers, on the proposal of the President Mario Draghi, the Minister of Education Patrizio Bianchi, the Minister of University and Research Maria Cristina Messa, the Minister of Sustainable Infrastructure and Mobility Enrico Giovannini and the Minister of Health Roberto Speranza, approved a decree-law that introduces urgent measures for the safe exercise of school activities, in the field of universities and transport starting from 1 September 2021.

School and University

In the school year 2021-2022, the school and teaching activities of the kindergarten, primary and lower secondary school and university will be carried out in the presence. The measure can be waived only in individual schools or in those present in specific territorial areas and with provisions of the Presidents of the Regions, of the autonomous provinces of Trento and Bolzano and of the mayors, which can be adopted in the orange and red areas and in circumstances of exceptional and extraordinary need. due to outbreaks or the extremely high risk of spreading the SARS-CoV-2 virus or its variants.

In line with the advice of the Technical-Scientific Committee, some minimum security measures are adopted in all institutions of the national education system:

  • it is mandatory to use respiratory protection devices, except for children under the age of six, for people with pathologies or disabilities incompatible with the use of the mask, for people engaged in sports activities. The guidelines may derogate from the obligation to wear a mask if only vaccinated or cured students participate in the activities;
  • it is forbidden to enter or remain in the school premises for subjects with respiratory symptoms or body temperature over 37.5 °.

All school and university staff and university students (who may be subjected to random checks) must have the green pass. Failure to comply with the requirement is considered unjustified absence and starting from the fifth day of absence, the employment relationship is suspended and no salary or other compensation is due.

It also provides for greater legal protection for school and university staff on condition that they comply with the provisions of the decree and the measures established by the guidelines and protocols.

Universities can derogate from the measures only for activities in which only vaccinated or cured students participate.

The Extraordinary Commissioner will organize and implement a screening plan for the school population.

Transportation

Also starting from next September 1st, new rules are introduced for access to and use of means of transport. In this case, the guiding criterion is the distinction between medium-long distance transport and short-distance public transport, with the exception of airplanes for which no differentiation is envisaged.

Based on this subdivision, only those with a Green Pass will be allowed to access and use the following means of transport:

  1. aircraft engaged in commercial passenger transport services;
  2. ships and ferries used for interregional transport services, with the exception of those used for maritime connections in the Strait of Messina;
  3. trains used in Inter City, Inter City Night and High Speed passenger rail transport services;
  4. buses used for passenger transport services, with an undifferentiated offer, carried out on the road continuously or periodically on a route that connects more than two regions and with pre-established itineraries, timetables, frequencies and prices;
  5. buses used for rental services with driver, with the exception of those used in additional local and regional public transport services.

The use of other means of transport can also take place without the green pass, subject to compliance with anti-contagion measures.

The green pass obligation does not apply to subjects excluded by age from the vaccination campaign and to people who, for health reasons and according to the indications of the CTS, cannot be vaccinated.

Sport events

For this category, for outdoor events, it is possible to provide alternative seat assignment methods to interpersonal distances of at least one meter; for indoor events, the already established capacity limit is raised to 35%.
