Here comes the new digital: all the details on the two TV bonuses

The deepening of Maria Scopece

From next July 1, 2022, the digital television broadcasting system will change and we will pass from Dvb-T to Dvb-T2 . This means that TVs purchased before 2018 will have to be retired. To facilitate this transition, the Government has launched two income support measures : the TV bonus and the scrapping bonus . These measures can be combined with each other.

The TV bonus linked to the ISEE

The 2019 Budget Law provided for a TV bonus with a maximum value of 50 euros linked to income. The fund available for the TV bonus is 151 million euros for the three-year period 2019-2022. The contribution to purchase a new TV or a new decoder is available until 31 December 2022 and is paid in the form of a discount on the purchase of a new TV or decoder to adapt the device to reception. To request it, you must have specific income requirements : you need an Isee income of a maximum value of 20 thousand euros . In addition, it will also be necessary to declare that they are resident in Italy and that other members of the same family have not already benefited from the bonus. The bonus is disbursed in the form of a discount applied by the vendor of the TV or decoder to the relative sale price.

The scrapping bonus

The second incentive was introduced with the Sostegni decree. It is a " scrapping bonus " for those who decide to get rid of a device purchased before 2018. It consists of a 20% discount on the purchase price of the new TV, up to a maximum of 100 euros. The Government has allocated a fund of 250 million euros for this bonus. You can apply for the bonus until December 31, 2022, unless the fund is sufficient for everyone. Unlike the other, this does not require income requirements but you must be resident in Italy, pay the RAI fee regularly and want to scrap an old TV purchased before December 2018. "The scrapping bonus for TV – said Minister Giorgetti – has, , the objective of favoring the replacement of television sets that will no longer be suitable for the new technological standards, in order to guarantee environmental protection and the promotion of the circular economy through their correct disposal ".

How to scrap an old TV

There are two ways to scrape an old TV . In the first case, the scrapping can be done when purchasing the new TV, delivering the old one to the retailer, who will then grant a 20% discount (up to a maximum of 100 euros). The retailer will then be responsible for disposing of the device and redeeming the tax credit equal to the discount granted by compensation. The second method provides for the possibility of directly disposing of the old TV in an authorized landfill. In this case, a form will certify the delivery of the device, specifying that the owner is up to date with the subscription and that it is a television that does not comply with the new standards . The countersigned form will be necessary, together with the identity document, to request a discount from the retailer on the purchase price of a new appliance.

The new transmission standards

DVB-T2 (Digital Video Broadcasting – Second Generation Terrestrial) is the latest generation standard for transmissions on the digital terrestrial platform of the European DVB consortium. The transition to the new standard will allow an improvement in visual quality and high definition and the release of frequencies in the 694-790 MHz band, the so-called “700 band”, for 5G mobile services.

Switching to second generation digital: the two steps

The change in technology will take place in two steps : the first in September 2021 and the second in June 2022. From 1 July 2022 on the whole national territory it will no longer be possible to receive television broadcasts except with new generation devices (TV or decoder). Only the TVs and decoders purchased from December 2018 are compatible with the two new standards, the old TVs, those that are now unable to view HD channels, will no longer be usable. The Mise has made available to citizens the New digital TV portal from which you can check if your device can receive the new signal.

"Well the yes of the MEF to the scrapping bonus", the opinion of Confindustria

Confindustria welcomes the decision of the Mise to provide the scrapping bonus. “ Well the yes of the Mef to the scrapping bonus , because it finally gets an essential part of the process back in motion – explains the president of Condustria TV, Franco Siddi -. But now we need flexibility because the times for switching to the new high definition TV are much longer than expected ". The switch-off will be in two steps: from 1 September for northern Italy (starting with Piedmont, Valle d'Aosta, Lombardy, Veneto, Friuli and Emilia Romagna) and from June 2022 for the rest of Italy. Confindustria asks for an extension of the start date. “The conversation is underway and is giving results – adds Siddi -. Now we must avoid creating other traffic jams . It is the ministry that is late. The executive acts are still missing: between Covid, change of government, insufficient ministerial structures and retired executives, delays have accumulated in the various offices on the procedures that now cannot be downloaded to the broadcasters due to deadlines that, in fact, have already been skipped. On September 1st we cannot start with the new MPEG4 standard, otherwise millions of Italians will see nothing. on TV. And it will be a damage for everyone ”.
