WHAT THE GOVERNMENT HAS COMMUNICATED ABOUT DRAGHI DPCM

President Mario Draghi today signed the new decree of the President of the Council of Ministers (DPCM) which dictates the measures to combat the pandemic and prevent the contagion from COVID-19.

The DPCM will be in force from 6 March to 6 April 2021 and confirms, until 27 March, the ban already in force on moving between different regions or autonomous provinces, with the exception of travel for reasons of work, health or necessity.

Below is a summary of the main innovations and confirmed measures.

WHITE ZONES

In the white zones, the restrictive measures envisaged for the yellow zone are expected to end, while the general anti-contagion measures (such as, for example, the obligation to wear a mask and to maintain interpersonal distances) and protocols continue to apply sector.
Events involving gatherings (fairs, congresses, discos and stadium audiences) remain suspended.
A "permanent table" is set up at the Ministry of Health, with the representatives of the regions concerned, the Technical-Scientific Committee and the Higher Institute of Health, to monitor the effects of the relaxation of the measures and verify the need to eventually adopt further measures .

SCHOOL

Red zones – From 6 March, the suspension of activities in the presence of schools of all levels, including preschool and elementary schools, is expected in the red zones. The possibility of carrying out face-to-face activities for pupils with disabilities and special educational needs remains guaranteed.

Orange and yellow zones – The Presidents of the regions will be able to order the suspension of school activity:

in areas where they have adopted more stringent measures due to the severity of the variants;
in areas where there are more than 250 infections per 100 thousand inhabitants over a period of 7 days;
in the case of an exceptional situation of worsening of the epidemiological picture.

MUSEUMS, THEATERS, CINEMAS AND SPORTS FACILITIES

In the yellow areas the possibility is confirmed for museums to open on weekdays, guaranteeing a controlled influx. From 27 March, again in the yellow areas, it will also open on Saturdays and public holidays.

From 27 March, in the yellow zones it is foreseen the possibility of reopening theaters and cinemas, with pre-assigned seats, in compliance with the distancing rules. The capacity cannot exceed 25% of the maximum, up to 400 spectators outdoors and 200 indoors for each room.

Gyms, swimming pools and ski resorts remain closed.

BUSINESS

In all areas, the ban on takeaway after 6 pm for the retail trade of beverages not to be consumed on the spot has been lifted.

PERSONAL SERVICES

In the red areas, personal services such as hairdressers, barbers and beauty centers will be closed.

TRAVEL TO AND FROM ABROAD

The number of countries involved in the experimentation of so-called "COVID tested" flights is expanding.

Those who have been in Brazil in the previous 14 days are allowed to enter Italy also to reach the domicile, home or residence of their minor children.
