Here's how France will lift the second lockdown

In three stages and under 5000 daily infections, France removes the second lockdown. What President Macron announced. Enrico Martial's point on measures, including economic ones

On November 24, at the opening of the news at 8 pm, the French president, Emmanuel Macron, once again spoke on the health crisis: in the perspective of Christmas but also to explain the need to avoid a third wave of Covid and yet another lockdown.

From the point of view of communication, it was noted the effort of sharing and transparency to remove the idea that citizens are treated as children to be accompanied by the hand (the term in French is "infantiliser"). Furthermore, in the 26 minutes of intervention, there were extensive details, focused on the search for a balance to reduce damage, both health and social and psychological, as well as economic, sustainability.

The measures are similar to other European countries, marked by a calendar that evaluates the restrictive measures every 15 days, in the time necessary to see the effects of the measures adopted on hospital and contagion indicators.

In France there are three dates for the gradual easing of restrictions.

From the morning of Saturday 28 November, the lockdown continues in a more mild way: the self-certification for travel remains in force, but all shops will be open – with the exception of bars and restaurants – and until 9 pm with strict health protocols, so as for home services. Individual motor activity passes from the limit of 1 km to 20 km away from the home and from one to three hours. Outside school activities (usually sports) resume and worship exercises – masses, ceremonies – will be allowed up to a limit of 30 people.

On a conditional basis, if you keep below 5000 infections per day and between 2500 and 3000 people in Covid resuscitation, the lockdown will be removed from December 15, there will no longer be self-certification, you can also move between Regions, in view of a Christmas in the family, which Macron has entrusted to French responsibility (precisely without “infatiliser” and leading citizens by the hand): it will not be Christmas holidays, it will not be a Christmas like any other.

The extracurricular activities can also be carried out indoors, cinemas, theaters and museums will be open with strict health protocols. In this phase the bars and restaurants will remain closed, as well as the places of great participation, from theme parks to party rooms and discos, even for the end of the year. Macron said that a discussion is underway with operators in the sector and with local administrators, who are talking about it at European level but that he considers the closure of ski resorts during the holidays inevitable and that they will only reopen with the new year.

If the infections remain below the 5,000 threshold per day, gyms, bars and restaurants will reopen from 20 January. High schools – until then in the presence of 50% – will be able to resume classroom lessons for all students. University students will return to the classroom from February 3, if the health conditions are confirmed.

On financial aid, Macron recalled the tools in the field, and added others, as announced on October 28: 10 thousand euros for an administrative operation closed or 20% of the turnover for the same period of 2019, aid for young people, seasonal workers (often trafficking students) and temporary workers.

As regards vaccinations, their non-mandatory nature was confirmed, the common European supply and distribution on the basis of the population, the start-up from the end of December and the beginning of January, and a continuous communication and transparency action.
