Here's how much your bills will rise (despite the government cut)

In the fourth quarter of 2021 (October-December) electricity bills will grow by 29.8 percent for the typical household, while those for gas by 14.4 percent. This was announced by the Regulatory Authority for Energy, Networks and the Environment (Arera), which published the data on the updating of energy tariffs.

THE INTERVENTION OF THE GOVERNMENT AND THE BACKGROUND

Without the intervention of the government, which has allocated over 3 billion euros, the increases would have been higher: the Minister of Ecological Transition Roberto Cingolani had in fact spoken of an increase of 40 per cent. More precisely: 45 percent more for electricity bills and 30 percent more for gas.

Electricity and gas bills had already increased in the third quarter of the year (July-September), respectively by 9.9 and 15.3 percent: again, without the government action – which allocated 1.2 billion to reduce system costs -, the price increases would have been greater.

THE COSTS OF BILLS FOR FAMILIES

According to Arera's estimates , in 2021 a typical Italian family will spend 631 euros on electricity, 30 percent more (or 145 euros) compared to last year.

For gas, on the other hand, the annual expenditure will be around 1130 euros, 15 percent more than in 2020 (or 155 euros).

The authority specifies that, in relation to the expenses of 2021 and those of 2020, we must take into account the very low prices of energy recorded last year, in the height of the pandemic. If we compare the annual expenses of 2021 with those of 2019, in fact, we note that the gas bills are practically the same. On the other hand, those of electricity are not: spending in 2021 is 13 percent higher than in 2019.

WHAT IS THE GOVERNMENT'S INTERVENTION?

With the decree law 27 September 2021, n. 130 ("Urgent measures to contain the effects of price increases in the electricity and natural gas sector") the government has allocated 2.5 billion euros for the elimination of general system charges in electricity and gas bills for families and micro-enterprises in the next three months. Another 500 million was allocated to the enhancement of the social bonus, plus a 5 percent reduction in VAT for gas bills.

Government intervention, argues Arera, will cushion the impact of higher energy prices – which could damage the economic recovery phase – for 29 million households and 6 million micro-enterprises.

Of the total amount allocated, 1.7 billion come from "advanced" aid to VAT numbers, 700 million from revenues from auctions on CO2 quotas and the same – writes Il Sole 24 Ore – from the residual tax credit for the adjustment of workplaces to the anti-contagion rules. 129.4 million came from the reduction of the Civil Protection Emergency Fund, and 300 million from the Innovations and Biomass Fund managed by the Energy and Environmental Services Fund.
