How China will move on defense, semiconductors and AI

Giuseppe Gagliano's article on the strategy outlined by China's leaders on the occasion of China's National People's Congress

On these pages we have repeatedly stressed that China and Russia are real dangers for the top of political and American power in maintaining US hegemony on a global level.

Well yet another confirmation comes from the recent statements by some of the top leaders of Chinese political and military power made during the China's National People's Congress.

We begin our brief review of course with Chinese President Xi Jinping who stressed that the Chinese military must be "ready to respond" to complex and difficult situations as the country faces security challenges.

In fact – Xi Jinping specified – the current security situation in our country is particularly unstable and uncertain and for this reason the army must maintain the link between the strengthening of capabilities and combat readiness. It must be ready to respond to a variety of complex and difficult situations at any time, it must resolutely protect national sovereignty. Precisely for this reason it becomes absolutely necessary to acquire a high-level strategic deterrence and a concerted combat system as well as greater technological innovation in the military field.

Equally relevant were the reflections of Defense Minister General Wei Fenghe who called on the military to step up combat readiness, saying that China's national security had "entered a high-risk phase". According to the defense minister, China is facing ever larger national defense tasks and for this reason it will have to improve military training and combat preparation from top to bottom in order to increase its strategic capabilities to gain the upper hand over our powerful enemies. . The containment efforts of the United States – the Ministry of Defense specified – will last for as long as necessary.

Let us not forget that China has to face other no less important conflicts with India in the Himalayan region, with Japan in relation to the East China Sea and of course it has to face technological competition with the United States.

It is no coincidence that Vice Admiral Shen Jinlong, head of the Navy, said that the Chinese military must strengthen its ability to use innovative technologies and that the Chinese state must further support key industries and projects to win the wars to come.

Precisely for all these reasons mentioned above, Beijing considers it necessary to increase its budget which will have to grow by 6.8% in 2021 but has also specified that it will increase spending on research and development of science and technology by more than 7% over the next five years.

According to the indications of the five-year plan, semiconductors, quantum and cloud computing, as well as artificial intelligence for military and commercial purposes, are the areas that will receive additional funding.
