I'll tell you about the unsustainable inconsistency of the electoral programs on work, taxation and more

In the current economic and social situation at the national and international level in which we find ourselves, the inadequacy of the programs of the parties or coalitions that will compete on 25 September leaves nothing short of stunned. Here because. Vincenzo Mattina's speech

The reading of the programs of the parties or coalitions competing for the electoral deadline of September 25 leaves one to say the least astonished by the inadequacy of the analyzes on the world economic and political situation and by the unlikely practicability of most of the proposals proposed to get out of the cyclones. economic, military, climatic that swirl over our heads all.

In the Center-right area the main axes are:

  • the reduction of direct and indirect taxes, as if the national budget is in perfect balance and, therefore, in a position to be able to do without substantial tax revenues,
  • the slowdown in the process of European integration, favoring the condition of a free trade area and considering with sympathy the experiments of illiberal democracy already underway in Hungary and Poland and well received also by the other two countries of the Visegrad group, the Czech Republic and Slovakia,
  • the distribution of wide-ranging subsidies, a more articulated citizenship income, but always dissociated from individual obligations.

Obviously, this whole political part declares that it wants to review the PNRR and re-discuss its contents in Brussels with smiles from Meloni, fists slammed on the tables by Salvini, doses of compensatory do-goodness of the great old Berlusconi. The icing on the cake is the revision of the Schengen treaty, accompanied by the naval blockade in the Mediterranean, a war practice that is done with cannon shots against warring enemies and certainly not against unarmed and desperate human beings.

The final shot is the relaunch of so-called clean nuclear energy, which was excluded from the referendum of June 2011 and which was and remains an impracticable hypothesis in a country like Italy with a high seismic risk.

The situation is no different in the program of the PD-led coalition, which contains all the desirable possible, but it focuses very little on how to translate it into facts. In addition, while confirming formal tributes to Draghi, he proposes, not to be outdone by the electoral competition, his dose of subsidies and statism, while addressing in a completely questionable way key-issues that should qualify the declared progressive and reformist vocation. .

This narrow field of political reformism claims to want to promote and protect work, but it deludes itself to do so by identifying tout court as a suitable tool only permanent employment, that is to say … for life, while it always and in any case considers every form of irreparable vulnus . affixing a term to employment relationships, not distinguishing between legal term work, contracts activated by the Apl (Employment Agencies) for a fixed and permanent term, precariousness (as paid per service and not covered by rules and protections), work black, slave labor.

There is not even a hint in the chapter of labor to what at European level is defined as flexsecurity , which "the European Commission considers as a strategy capable of simultaneously increasing flexibility and security on the labor market, all thanks to flexible contractual agreements and reliable, lifelong learning strategies, active labor market policies and modern welfare systems capable of guaranteeing income support during occupational transitions "(effective representation taken as it is from Wikipedia).

Good! Giving credit to Denmark for introducing innovation, it cannot be ignored that from the Treu package (L.196 of 24 June 1997) onwards, the presence of accredited private intermediaries has played an exceptional role in the matching process between supply and demand. of work.

Over the period 1998-2022, innovative and recurring trade union negotiations have built day after day a flexsecurity system, which today is the most advanced and efficient at a European level. One hour of work administered by an agency costs 4.20% more than that set by the national collective bargaining agreements, company agreements and laws. To this cost it is necessary to add that of the service rendered by the Agency, which identifies the person suitable for the specific request made by a company or an Entity, informs it, forms it with entrance courses of up to hundreds of hours at no cost for the customer, the requalification, if the user requests it or if it is necessary for any steps in different labor disputes.

The numbers speak for themselves: in 2021, the Apl hired 105,512 people on a permanent basis, 369,854 on a temporary basis. EBITEMP, the bilateral body that ensures services to temporary workers, in the same period examined 1,800 cases to support the costs of nursery schools for a total of € 400,000.00; 5,000 practices for the purchase of school books for a cost of € 980,000.00; 1,550 cases for maternity, paying € 300,000.00. In the same period, 2,000 people benefited from hiring incentives for € 786,000.00; additions for accidents in addition to INAIL coverage for € 1,000,000.00; small loans for € 5,500,000.00; tuition fees for € 32,000.00; support for the disabled for € 423,000.00; support for extra-urban transport for € 570,000.00; health protection for € 3,500,000.00; supplement to supplementary pension for € 911,000.00.

To complete the information, I add that the bilateral organization FORMATEMP also financed 60,627 courses in 2021, in which 312,753 students participated for an economic value of € 234,636,189.00.

In summary, the working flexibility protected by the law and, above all, regulated by collective bargaining represents a real and structured employment strategy that constantly supports knowledge and know-how and which, with the means generated by its own development, copes with the changes innovative technologies and market variances; all without ever receiving a euro from the State or the Regions or the EU.

Still on the subject of work, "the narrow center-left camp" does not address the issue of worker participation in the management of companies, I forget that from the very beginning Italian trade unionism has fought not only for wages and rights, but for humanizing the organization of work, measuring himself, in the various passages of the first three industrial revolutions, with its rigidity that subjected man to rigid and depersonalizing procedures.

How does this political area that declares itself heir to socialist and Catholic reformism not to realize that the dynamics and pervasiveness of the fourth industrial revolution, that of the digital, requires anyone who has to live by work to take into account an individual and collective process continuous implementation of skills?

It is true that he talks about it in some of the 37 pages of his program but in vague terms as regards the school system and with genuine sloppiness when he hypothesizes that active labor policies can be implemented by twenty different regional systems of use of the resources of the PNRR destined to training, ignoring that most of the Italian regions in recent years have never been able to fully spend the funding from the European Social Fund.

Imagine that ambitious projects for the enhancement of human resources can be entrusted only to public structures (the Employment Centers) and not, at the same time, also to the network of national and territorial presences of private legal entities specialized in meeting demand and supply of work, is a forcing generated by ideological residues, by cognitive laziness, by lack of medium / long-term vision.

The narrow center-left camp, after having dealt with the question of work and cultural-professional qualification in such superficial terms, does not even express a credible line on the future of Europe, going so far as to say that "we need to create a European Confederation that binds the 27 member states and candidate countries ", forgetting that European reformism of any political orientation has always fought and fights for European FEDERALISM, the only solution that allows us to overcome the bottleneck of unanimous decisions , to give life to a common and autonomous foreign and defense policy, certainly in collaboration with NATO, but with specific identities and rules, suitable for guaranteeing the protagonism of the Old Continent in the new international economic-political order.

It also seems strange to me that a coalition with a strong democratic cultural background, when talking about Europe, does not say a word about tax havens in general and more specifically about those that pollute the European territory (Holland, Ireland, Cyprus, Malta, Luxembourg and the enclaves such as the Principality of Monaco, Andorra, Liechtenstein, San Marino, Vatican City), ignore the illiberal democracies that are already within the European Union and do not place explicit conditions on the candidacies of Balkan countries that do not shine either for democracy or for legalistic firmness against the permeability of their institutions to financial intrusions of a criminal nature.

In the face of these findings, it seems clear to me that, if we do not want to plunge the country into the abyss and the consequent collective impoverishment, we must choose to carry out what is called the Dragons Agenda. This entails the abandoning of the temptation to abstention and the assumption by the voters of the responsibility to support the individual and / or associated political subjects who show greater willingness to fight for this commitment of continuity.

In short, from the vote of 25 September, a strong signal must come out of the commitment to the objectives not to the governing coalitions, the extent of which must be determined by the merit and credibility of the representative subjects.

In a parliamentary system like ours, the knot to be solved is not to attribute the presidency to those who take an extra vote, the latest update of the infamous 1 is worth 1, but to build a government team that has both skills and representativeness, awareness of the critical issues of the moment and vision of the future.
