On Friday 25 June, the voting operations for the certified consultation of the workers of the Leonardo company were concluded with regard to the hypothesis of a second level agreement signed on 21 May last.

Over the last three weeks, face-to-face and remote meetings have been held in over forty company sites throughout the country to illustrate the contents of the agreement.

The recorded data see 12953 voters out of 18501 present and a consensus that exceeds 92%.

An articulated and complex agreement that saw the union acquire new rights and protections for male and female workers, to which is added an important wage increase both in its fixed and variable part.

As Fim Cisl we believe that this agreement can allow an overall advancement of bargaining throughout the world of work, starting with metalworkers, guaranteeing responses to the technological and organizational changes that are taking place in all workplaces, guaranteeing employability and employment, in a correct balance between life and work times, in compliance with safeguards and rights accompanied by a salary that responds as much as possible to people's needs.

Among the themes agreed in the agreement, some of particular relevance should be highlighted.

The existing industrial relations system is strengthened with the definition of an area of ​​comparison relating to the information part and a second area which will concern negotiation on 3 levels: Group, Division / Company / BU and Site.

Bilateralism was strengthened by setting up the Joint Committee for Equal Opportunities and Diversity which will carry out analysis and monitoring within the company on the issues and will propose positive actions on the issues of Gender, Diversity, Work Life Balance and in addition to the provisions of the National Collective Labor Agreement 5 February 2021 will operate to ensure reception, listening and guidance of care and support to victims of violence of all kinds by monitoring the episodes and promoting a counseling and psychological support service for reintegration into work by developing awareness campaigns against discriminatory behavior and any type of violence in the workplace.

The Safety Committee (Health and Safety) will be operational and will intervene by analyzing and monitoring the prevention initiatives, accidents and risk factors also for third-party companies operating within the company.

In addition to these, the Joint Committees for the Monitoring of production processes will be operational, which also in the light of the organizational interventions in progress such as the WCM or LPS, will intervene on changes to work organizations, company policies of make or buy, of induced and supply chain .

The European Works Council was created to address the issue of the development and diffusion of bargaining beyond national borders, involving all the European trade union forces.

The PDR Verification and Monitoring Commission at national Division / BU / Company and single site level and the Training, Welfare and Professionalism Commissions are confirmed.

The signed agreement strengthens the Subjective Right to Training in fact all female workers, in addition to the training provided by the company, will have 16/32 hours per year paid for their training based on subjective decision and choice.

To enhance internal growth paths, blue-collar workers who do not have a company account will be constantly informed of the opportunities to apply for internal Job Postings and will be able to join the selections by submitting a specific request to the HR of their site.

Internships and training internships will be enhanced relaunching the School-Work Alternation.

The investment in professional certifications and qualifications will be strengthened through the establishment of the individual Training Booklet and the certification of skills developed on the job, a sort of "professional identity card" of each worker and training in e-learning mode will be enhanced,

The Result Bonus will affect all Leonardo employees who, based on the functions covered and the activities carried out, will be divided into three clusters, each of which consists of three objectives of an economic, financial and industrial nature.

The economic value of the Result Bonus is increased in its variable part by 250 euros for 2021 and which will become 450 euros for 2022 to which the economic values ​​of the EDR must be added.

A Separate Remuneration Element (EDR) will be paid in fixed value, for all employees worth € 220 for the year 2021 and € 400 in 2022, achieving an overall increase in the PDR between fixed and variable in 2021 equal to € 470 and in 2022 equal to € 850.

With the payments for the month of June 2021, 150 euros of flexible benefits will be disbursed, in addition to the 200 euros provided for in the CCNL, which will determine a total increase in the economic value in the two-year period, between variable, EDR and flexible benefits, equal to 1470 euros.

Result Bonus can be voluntarily transformed into Welfare 25-50-75 or 100% up to a maximum of 3,000 euros per year, in which case the Company will increase the transformed value with an additional contribution of 10% (e.g. 1000 euros gross of PDR will become 1100 net).

An increase of 35% of the collective super-minimum was paid which will bring, by way of example, the expected value at the 5th level from the current 90 euros to 121.5 euros per month with an annual increase of 409 € when fully operational.

Furthermore, the company will not carry out any absorption of the increases derived from the CCNL on any item of individual or collective remuneration.

In addition to the Result Bonus, the Workers classified at the 7 level will benefit from an individual Target Bonus with an economic value of 100 euros for the year 2021 and 150 euros for the year 2022.

Middle managers will be divided into two bands for the payment of the Target Bonus: the first with three economic levels equal to 8-10-12% of the RAL will see the value of the Target Bonus divided into two parts: the first equal to 60% it will be linked to the performance of the PDR, the second equal to 40% will be composed of individual team or function objectives.

The second with two economic levels equal to 15-18% of the RAL will see the value of the Target Bonus divided into two parts: the first equal to 40% will be linked to the trend of the PDR, the second equal to 60% will be composed of objectives individual team or function.

In addition to the flexibility in entry defined for some types of activities, the possibility of using on a monthly basis as Recovery Permits 16 hours (up to level 6, hour B2) and 24 hours with bi-monthly and four-monthly recoveries is confirmed.

As regards the personnel excluded from the use of Recovery Permits, delays will be allowed, for non-continuous cycle personnel, up to 10 minutes per day for a maximum of 90 minutes per month to be recovered on a daily or monthly level, while for workers in a continuous cycle, daily delays of up to 5 minutes for a maximum of 60 minutes per month will be allowed.

The Part-time employment relationship may be requested up to the threshold of 10% of the personnel in force in the single Division, guaranteeing priority to workers who are subject to some particular conditions such as having children up to 14 years of age, being holders of L .104, have an ongoing situation of fragility or reside more than 30 km from the site where you work.

The Solidarity Hours Bank (BOS) is established which allows you to voluntarily donate PAR or previous holidays in favor of one or more work colleagues, who have used all the contractual institutions and who request it, for a maximum of 40 days, for situations personal difficulties to which the company will contribute with a share equal to 15% of the dues paid by the workers.

Furthermore, the Solidarity Institutes Fund is set up which allows the launch of solidarity campaigns for workers who operate sectors, markets or sites of the company affected by market crises or particular events.

At the end of the statutory social security and fiscal checks, the Time Bank will be set up, which allows for the provision of higher services, holidays and PAR not enjoyed in order to build a "personal account" that allows to cope with extraordinary family or personal situations, of study or health, exemption from work performance in the period prior to retirement, the notice period or voluntary exemption from the instruments relating to social safety nets.

64 hours per year of permits paid by the company for medical visits or therapies for workers or to accompany family members and parents in dealing with these situations are confirmed. These hours, usually usable in packages of up to 4 hours, can cover the whole day in case of services provided outside the province of residence.

On an experimental basis, starting from 1 January 2022, it will be possible to accumulate the hours of medical examinations not used in the previous year to 64 hours of the current year. In special cases, the total value of the three-year period can be accumulated, reaching 192 hours available in a single year.

In order to facilitate maternity / paternity leave, until the child is 3 years old, 1 day of paid leave is recognized, which can also be used by the hour.

In case of illness of the child, even if entrusted and / or adopted, between the ages of 3 and 12, 1 day of paid leave per year will be guaranteed (which can also be divided into hours) in addition to the 4 unpaid days already provided for by legislative regulations and contractual agreements in force on the matter.

In the case of a child with certified disability, 1 additional paid day will be granted to the previous ones, which can also be used by the hour.

In the event of serious illness / death of the first and second degree relative and of the spouse or cohabitant more uxorio, 1 additional day of leave will be guaranteed

The student worker who achieves the diploma, bachelor's or master's degree, is granted 2 additional days to the current forecasts for the preparation of the final exams.

An additional day will be available in case diplomas are consistent with company activities.
