BRUNETTA'S INTERVENTION

We are all aware of the difficulties of our country.

We are also here today because we have in common the choice, probably the only one in Europe, to take a first step to revive the country by focusing on public workers, those that President Mattarella has defined as the face of the Republic.

There are important precedents to which we want to refer, from the birth of the Republic onwards. But it was in 1992 that the dramatic financial and political crisis led to an unprecedented choice: to build a season of confrontation that allowed the country to emerge stronger.

With today's signature we want to lay the foundations for the construction of a new Italy, starting from the intuitions of Carlo Azeglio Ciampi to start a path that invests in the social partners, in innovation. It is the spirit of the time that needs to be recovered and which I personally remember for the honor I had of being able to contribute as an adviser to the Presidency of the Council at the time.

Today's signature assigns to social cohesion not a simple rhetorical repetition, but a founding value of a state that renews itself, modernizes itself on the value of the person and participation.

The choice of President Mario Draghi to enhance today's agreement with his signature places this new beginning under the best auspices, for the country and for its ability to focus on the responsibility of all parties to build a National Recovery Plan and Resilience investing in the state and its servants.

A state that renews itself represents the best card to overcome public-private rhetoric, guaranteed-unsecured distances, it asks for shared commitment and responsibility for common objectives.

This pact inaugurates a new season of trade union relations and the negotiations that are opening for the contract renewal will take place in this context. On Friday I will convene all the trade union confederations representing the civil service with the aim of starting negotiations in a short time. It is the best sign for us to restart. A good contract is an investment in mutual trust, stability and the innovative nature of working relationships.

Each innovation process is, in the culture of the speaker, a path of widespread participation. Focusing on people at the service of the state must mean looking forward, together, stronger.

I am grateful to the General Secretaries of CGIL CISL UIL for their immediate willingness to take this new path forward. Mutual recognition of the various issues to be represented is the best way we want to restart and the method we want to offer the country to unravel critical issues and grasp the countless challenges to which we are all called.
