Schools, work, schedules, tampons. What does the Lazio Region anti-Covid ordinance provide?

All the details on the anti-pandemic ordinance of the Lazio Region with curfew times. What changes for schools and work

The president of the Lazio Region, Nicola Zingaretti, signed yesterday evening, with the Minister of Health, Roberto Speranza, a new “Ordinance pursuant to article 32, paragraph 3 of the law of 23 December 1978, n. 833 on hygiene and public health. Further measures for the prevention and management of the epidemiological emergency from COVID -2019 ".

The order signed with the Minister of Health, Roberto Speranza, provides for the stop to circulation from 24 to 5 starting tomorrow and for 30 days. A minute after midnight, a curfew begins. Everybody at home. Only those who demonstrate with regular self-certification (back to the recent past) can circulate that they have just disconnected from work or have to stamp the card. And, of course, who has to go to the hospital. For all others, penalties ranging from 400 to 3,000 euros.
It also changes the life of high school students, high schools and universities. Excluding first year students and freshmen, all the others will have to get used to distance learning again. The minimum fee is set at 50% for schools and 75% for universities.
The heart of the document signed by Zingaretti and Speranza, however, is dedicated to the regional health system. The beds for the infected will double. Those of infectious diseases in the next few hours will go from 1,190 to 2,381, intensive therapies from 301 to 532. Then there is the case of tampons: after months of mistrust, Lazio opens to private individuals on molecules to deflate the queues at the drive in.
“In recent months – explains Governor Zingaretti – our work has been constant. In October alone, 300,000 swabs were carried out and we are the first region in Italy for the number of cases tested. To increase the screening activity, we will identify private facilities capable of performing at least 5 thousand swabs a day ». The tests will cost 60 euros – complaints will be triggered for those who inflate prices to the public – and the results must arrive within 24 hours. From Aiop del Lazio, the private health association, they explain that they are "ready to accept the invitation of the Region".
Massimo Andreoni, scientific director of the Italian Society of Infectious and Tropical Diseases and head physician at the Tor Vergata polyclinic, one of the capital's anti-Covid hubs, says it clearly: «Each new measure takes at least 14 days to produce effects. Will we still have sustained numbers for the next 2-3 weeks, Rome? He begins to be in suffering ».

The ordinance of the Lazio Region has:

1. Strengthen the COVID network by increasing the number of beds dedicated to the care of patients affected by COVID-19, identifying public and private structures other than those already included in the COVID network, even partially dedicated, and providing for the expansion of places of those already included in the network, up to the achievement of 2913 beds, of which 552 dedicated to intensive and sub-intensive care.

2. Starting from the night between Friday 23 October and Saturday 24 October, prohibit travel during the night on the territory of the Region, from 24:00 to 5:00 the following day, except for travel motivated by proven needs ( by way of example, for workers, the journey from home, residence and residence to the place of work and vice versa), and for travel motivated by situations of necessity or urgency, or for health reasons.

3. Starting from Monday 26 October, enhance integrated digital teaching in upper secondary schools and universities. Second grade secondary schools increase the use of integrated digital teaching for a share equal to 50 per cent of students, with the exclusion of students enrolled in the first year, while universities increase the use of integrated digital teaching for a share equal to 75 per cent of students enrolled, with the exception of training activities that require physical presence or the use of equipment.
The effects of this ordinance cease on the thirtieth day from the date of publication.

"With this new provision, the entire regional hospital network is remodeled by expanding and strengthening the places dedicated to COVID-19 following the trend of the epidemiological curve", said the president of the Lazio Region Nicola Zingaretti (Pd).

"In recent months – continues the president – our work has been constant, we have never stopped and thanks to the collaboration of everyone in Lazio only in October 300 thousand swabs were carried out, over 15 thousand on average per day and we are the first region in Italy by number of cases tested in proportion to the population ".

"We continue to constantly monitor the situation and we are working to implement and increase the screening action, for this – concludes Zingaretti – we are launching an expression of interest to identify private facilities capable of performing at least 5 thousand swabs a day".
