Here are the simplification measures presented by Minister Zangrillo: from the crackdown on "diploma factories" to the recognition of the role of pharmacies as territorial health facilities

Tourism, education, pharmacies, construction. These, and many others, are the issues on which the simplification bill , presented by the minister , intervened  Paolo Zangrillo . The first brick of the project which aims to introduce 200 simplifications by 2024 and 600 by 2026, in compliance with the requests of the PNRR. “Simplification is a necessary path to make the PA faster and more efficient – ​​said Minister Zangrillo – and thus contribute to the development of the country”. A bill in 35 articles that fits within the objectives of the M1C1-60 Mission of the Pnrr. Another 174 already simplified procedures are being verified with the European Commission.

SIMPLIFICATIONS DDL, HEALTH: PHARMACIES THEY BECOME MEASURES FOR HEALTH IN THE TERRITORY

The simplification bill provides that pharmacies can administer all vaccines "identified by the National Vaccine Prevention Plan" to those over 12 years of age and no longer just the one against Covid. But not only that, the pharmacy becomes a support for local medicine, it will be able, in fact, to distribute "on behalf of healthcare facilities the drugs and medical devices necessary for the treatment of patients in home, residential and semi-residential care", carry out "diagnostic tests to combat antibiotic resistance, to support the general practitioner and paediatrician", carry out "telemedicine services". Furthermore, given the transformation of these businesses, a new sign will be provided: next to the traditional green cross the writing "Service Pharmacy" will appear.

TOURISM: PARKING, MARITIMES AND ALPINE GUIDES

The decree grants hotel facilities "temporarily" portions of public road land "for parking and for loading and unloading baggage". Therefore customers' cars, whether owned or rented, will be able to park briefly in car parks or pitches set up for unloading luggage. The decree also introduces news for navigation. In periods of the year with greater tourist flows, measures are envisaged that facilitate the recruitment of maritime personnel, embarkation, disembarkation and transhipment. Tourism is not only sea but also mountain. Given the obligation to present the certificate of psycho-physical suitability, mountain guides are required not to have worked for ten years as aspiring guides.

SIMPLIFICATIONS DDL: EDUCATION, NO MORE 'DIPLOMIFICATIONS'

There are various provisions that concern schools in the simplification bill. One of the most impactful is reported in article 17 and concerns private schools. “The pupil or student can take the eligibility exams in the same school year, at a school in the national education system, for no more than two years of the course following the one for which he or she obtained admission as a result of the ballot. final – we read in the decree -. If the suitability exam refers to two years of a course, the exam commission is chaired by a president external to the school institution, appointed by the regional school office". This means that it will no longer be possible to resort to shortcuts to shorten the time to obtain the diploma. The decree also provides that for enrollment in the first and second cycle, a single platform will be provided to allow institutes to acquire data and documents from the same database. The decree streamlines the procedures for the provision of contributions to private schools, introduces the obligation of electronic report cards and online register, and finally, as regards support teachers, the continuity of the work of support teachers is promoted.

UNIVERSITY: THE RECOGNITION OF UNIVERSITY CONSORTIA IS SIMPLER

In the university context, the recognition of university consortia is simplified, the procedures for approving university statutes and regulations and those for the designation and appointment of MUR representatives in the colleges of auditors of universities and institutions of higher artistic and musical education and dance, university and inter-university consortia and university foundations.

REAL ESTATE: DONATION SIMPLIFIED AND BUILDING RESTRICTIONS END

In order to "stimulate competition in the real estate and guarantee market", the decree facilitates the circulation "of goods and rights deriving from donations and purchased from third parties, resulting in greater simplicity and certainty of legal relationships as well as broader and more agile possibilities of access to credit in relation to the same assets where constituted as collateral". Still on the subject of real estate, the provision provides for the possibility of resorting to silent consent for the issuance of the building permit if the application is accompanied by authorisations, authorizations or acts of consent required by law, already acquired by the competent authority. Therefore, it will no longer be necessary to resort to the services conference.

TOBACCO SHOPS: FINES UP TO 10 THOUSAND EUROS

The simplification also affects tobacconists who risk fines of up to 10 thousand euros if they were to sell manufactured tobacco without authorization from the Customs and Monopolies Agency. The rule concerns all tobacco products: cigarettes, shredded tobacco, pipe tobacco, cigars and electronic cigarettes.

DDL SIMPLIFICATIONS: THE DECLARATION OF PRESUMED DEATH

Finally, the decree provides for the time required for the declaration of presumed death and absence for missing persons to be halved. The period for the declaration of presumed death goes from 10 years to 5, while for the declaration of absence it goes from two to just one year. After these deadlines, the legitimate heirs will be able to ask the competent Court to start the procedures to take possession of the inherited assets. The decree also intervenes on the fostering and dispersion of ashes; the Municipalities will issue the permits digitally.
