The World Health Organization (World Health Organization – Who ) established by treaty adopted in New York in 1946 and entered into force in 1948, is the United Nations specialized agency for health issues, based in Geneva. 194 member states from around the world are members. Italy officially joined the WHO on 11 April 1947.

The WHO “Program Budget” is a fundamental tool for Member States to establish and approve the priorities of the Organization based in Geneva, define the objectives to be achieved and monitor their achievement. It defines the levels of resources necessary to carry out this work and provides the Member States with the tool to control them, in order to balance the work of the Organization between the different areas for which it is responsible.

The two-year Program Budget derives from the General Work Program approved by the Member States, which defines the strategic direction of the WHO. Currently, the Organization operates under the 13th General Work Program (2019-2023).

The WHO Program Budget draws from two main sources: the assessed contributions that each of the member countries pay, in proportion to the population and GDP, and the voluntary contributions. Taking the current budget as a reference, the United States is by far the largest single contributor to WHO. In 2018-2019, according to information on the WHO website, the United States provided 14.67%.
