EXTRACT OF AN ARTICLE FROM THE PAPER ON APONTE:

The Commander also won a newspaper. Better, for the moment he bought it: Gianluigi Aponte, 83 years old, owner of MSC, is the new publisher of Secolo XIX and this is already known. Starting bid "15 million euros", is the request that John Elkann had sent to his armed wing, Roberto Scanavino, CEO of Gedi, a group that after the sale of the Ligurian newspaper only owns two newspapers, La Repubblica and La Stampa .

Figure almost respected, closing set at 14 million, which is a lot, but does not make a difference for those like the Neapolitan shipowner who have already put Grandi Navi Veloce and Italo, Rimorchiatori Mediterranei (based in Genoa), the rail and road freight transport companies, ferries in the Gulf of Naples. Furthermore, Aponte is one step away from Genoa Airport and could also win Ita Airways. MSC is number two in the world in cargo ships and among the top cruise companies in the world: once the last launches have been completed, it will have a fleet of around 150 units, more than three times the size of the Italian Navy, just to immediately explain what the firepower of the entrepreneur who has lived in Switzerland for years (he is the second richest man in the Confederation), on Lake Geneva.

In the negotiation that brought him Il Secolo XIX as a gift, there would have been no sensational raises, on the contrary, in the end Turin's demands would even have decreased, still remaining in double figures, "for a newspaper that will lose 4 million euros in 2024, which sells 21 thousand copies with an expected annual decrease of 10 percent and which will certainly have to invest in digital, considering that today this item does not exceed 10 percent of the turnover. Exactly the same percentage of the number of copies lost every year on newsstands", says those who participated in the negotiation. The journalists, at the end of the restructuring scheduled for mid-summer, will remain 61. But the newspaper's internal union (the cdr) as well as the regional and national one have already said clearly that the "priority is to maintain the current employment levels", while the city's narrative already tells (well-founded) news: "The MSC group has been working on the project for six months, so much so that mini-cruises have been organized to select new journalists, the managers in particular, those who will be the backbone of the new newspaper model ”. Therefore, as if that were not enough, in addition to the 61 journalists on staff, the Secolo XIX flying the MSC flag would take on board another twenty specialized reporters. Better than Noah's Ark given the lean cows of the printed paper.

Why a shipowner also wants to be a publisher is not very clear at the moment. The Commander explained to the notables of Genoa and Liguria that "it will be a high-level, authoritative and independent newspaper". Raising the level is not a bad thing at all in a city like Genoa where businesses in the port and beyond unfortunately say that low cabotage is not the worst evil. There's more: "It will be a new model of newspaper, which will have the world of shipping as its essential and priority focus, a national and international newspaper, capable of being competitive with Lloyd's List, which however is online and not a daily newspaper paper".

EXTRACT FROM A NEWSPAPER ARTICLE THE PRESS ON MAZZOTTA AND THE SUPERBONUS:

The (public) document dates back to May last year. It is titled «Real estate in Italy in 2023». Page 196, figure 6.5: «Trend of total works admitted and completed» collected by Enea, one of the many protagonists of this comedy of errors. It is the most evident representation of the tsunami that that measure – launched in 2020 by the second Conte government – produced on public finances. At that time the Meloni government was already trying to stop the tidal wave, without success.

We read in the introduction by the head of the department of the Ministry of Finance Giovanni Spalletti: «Although a large part of the investments that benefited from the superbonus would not have been made without incentives, even taking into account the taxes and contributions paid in response to the increase in activity of the sector, the burdens on the public budget still remain huge". Table 6.7 on page 200 translates Spalletti's words into numbers: compared to a public investment of ten euros, in the first two years the superbonus guaranteed income for three, and a cost for seven. From 2023 onwards the gap is even higher: 8 euros of expenditure, two of income.

Everyone knew that the building incentives launched at the end of the pandemic would have disastrous effects on the public budget: the State General Accounting Office, the Department of Finance, the Revenue Agency, Enea, the Treasury Ministry and the three governments that they have happened since 2020. But the fatal decision has always been in the hands of the political decision maker: to stop the infernal mechanism of credit transfer or not? Whether or not to continue to distribute an incentive of which the State was not able to control the expenditure.

Giancarlo Giorgetti deserves the credit for having tried to take the bull by the horns already at the beginning of 2023. More than the then prime minister Mario Draghi had done, who posed the problem but as a hostage of the Five Star-led majority . It was February 16th last year. The Treasury Minister enters the Council of Ministers with the stop to the transfer of credits in hand, the real key to the announced disaster. In the press conference he will speak of a "wicked policy designed to create political consensus which has cost every Italian, including those in the cradle, two thousand euros each".

More baby, less baby, Giorgetti was already aware of a 120 billion euro chasm. But he had not taken into account the pressures of the sector and of the entire parliamentary group, which did not want to know about the total stop. And so Parliament wanted the chasm to widen further: the stop was set for December 31st, the costs of which will only be clear after Easter.

Now politics needs a scapegoat, identified in the State Accountant General Roberto Mazzotta. In the majority there are those who want his head, and think that the responsibility lies in the estimates of those who stamped the measures. But the matter is tremendously more complex than that. Because the Accounting Department did not have the responsibility of estimating the costs of the superbonus, if anything it should have been the task of the Finance Department. And yet not even the Department of Finance is really responsible, because the perversion of the measure is in its nature, which until a few weeks ago allowed the opening of a construction site, the transfer of credit, which from then on circulated like a parallel currency without that the state was able to control it.

To put it even more simply: although the Revenue Agency has an account of the invoices issued in the construction sector, no one has so far been in a position to know how many of these are covered by the incentives. It will only happen on April 4, the last useful date for communications on 2023 expenses. A week later Giorgetti will have to present the Economic and Financial Document, and then we will know how much that disastrous legacy will weigh on the fate of the Meloni government from now on and taxpayers. What is certain is that it will be much more than the two thousand euros each estimated by Giorgetti more than a year ago: at least three thousand, more children, less children.
