In this context, Parsi analyzes the three phases that Italian politics has experienced since the beginning of the pandemic in the last year (between the ebook and its paper version). In the first, from March to May, where there was neither political struggle nor programs; the second, this summer, politics has rekindled as a struggle for power, resuming the scene and opening the way to the struggle for future projects. Thus arriving at the third phase, the one we are currently experiencing, when the question of defining the vision of the future (also with regard to the Recovery Fund) is raised as a political priority: the vaccination campaign is not enough, which cannot fail to be at the basis of the program anyone, but clear plans are needed on how European funds will be invested.

In this context, Parsi places the problem of the so-called "Vulnerables" (to whom he dedicates the title of his book), or the many who in the last thirty years have gradually lost political weight to the detriment of the few, concentrating more and more power and wealth . Perhaps, therefore, Parsi believes, a post-pandemic recovery will be possible as an opportunity to regain balance in the government of the country (and more generally of the world), orienting ourselves towards a Renaissance that will avert both the Restoration and the implosion of the Western Empire. .
