The hydroelectric concessions remain with the Regions which, by 2022, will however have to provide for tenders according to "competitive, fair and transparent parameters" with "adequate compensation" for the investments of the outgoing concessionaires. Other measures concern public subsidiaries, telecommunications, drugs, simplifications for business activities, postal services, Antitrust powers, appointments of Authorities.
