What does the Pnrr provide for schools

What does the Pnrr provide for schools

Pnrr and schools. Speech by Alessandra Servidori, professor of labor policies, member of the Steering Council for programmatic activity in the field of economic policy coordination at the presidency of the Council

Low participation in the strike in the school sector of 30 May, but many Italian families who found the gates closed and had to bring their children home, with obvious inconvenience especially for those who work. The refrain of the requests is the same: stabilize the precarious, not considering at all the right of pupils to have better, more prepared, more up-to-date teachers. Clearly, there is a desire for the distribution of money for everyone. We do not want to hear about merit and differentiations.
More money for everyone has a populist flavor, without using the increases to restore efficiency and rewarding.

But does the right to study not exist as a fundamental right? How come schools can literally close? Could the protest not have been allowed but guaranteeing the possibility for students to enter the school? But if there are no janitors to open the schools, literally, one does not enter the school. In such complicated times it would be enough to follow the PNRR path at least with interest to understand what we are facing.

There are 216 schools that will be built through the specific plan provided. In May, the rankings of the areas in which they will be built were published for a total amount allocated over one billion euros. A figure higher than the 800 million indicated in the PNRR following an increase in funds that will allow the construction of 21 new schools more than the 195 initially planned. Therefore 1.19 billion allocated for the school replacement plan. A decisive increase to meet the many requests received.

According to the information published by the ministry, 543 applications arrived at the expiry of the notice, in February of this year. ), Emilia-Romagna (45) and Tuscany (42). 17.8% of school buildings are classified as old (2018). The large participation in the tender indicates how central is the investment in Italian schools, starting with the renewal of the building stock. And it indicates how the allocation of resources in this area very often intervenes on long-term needs and shortcomings.

It should be noted that this is not the only intervention envisaged by the PNRR on school buildings: the largest is in fact represented by the 3.9 billion destined for the school safety plan. Therefore this intervention, relating to the new schools project, is required to cover only a part of the existing needs. Suffice it to say that while the "new schools" plan intervenes on 410 thousand square meters of building stock (the 195 schools initially estimated in the PNRR), the safety plan concerns the restructuring of 2.4 million square meters. PNRR for new schools is concentrated in the provinces of Caserta and Salerno. Campania, with 213 million euros in funding (almost 18% of the total) is the first region for amounts financed by the measure. The planned projects will lead to the construction of 35 new schools. Emilia Romagna follows, with 146 million euros funded for 23 new schools.

Going down to the local level, the major funds will converge on the schools of two Campania territories. The Caserta area, where funding amounts to a total of 82 million euros for 11 interventions, and the Salerno area (47.66 million euros for 11 interventions). The metropolitan areas of Milan (44.8 million, 4 interventions), Rome (41.18 million, 9 interventions), Bari (40.15 for 6 projects) and Naples (37.77 million for 6 interventions) follow. , 65 million for the allocation of resources to the Campania territories, and in particular in the Caserta area, should not be surprising.

Caserta is – together with Naples – the Italian province with the highest share of school age residents. 14.1% of the population is between 6 and 18 years old, against a national average of around 12%. Among the local authorities that will receive the funding, follow the metropolitan city of Milan (24 million euros), the province of Fermo (21.7), that of Avellino 19.6). It should be noted that also in this case a recurrence emerges with respect to the Caserta area. There are 3 most financed local authorities belonging to this area, each of which has received funds for the schools of competence.

The strike was against the reform of recruitment and initial training included in decree-law 36, which is in the process of being converted into parliament. With the decree, the government has finally revolutionized the rules for becoming middle and high school teachers. And it changed the criteria, introducing incentives for in-service training. The one developed by the government is an integrated system of initial training, qualification of future professors, access to the role and updating in service that profoundly modifies the existing rules.
