What happens to the online National Registry of the resident population (Anpr)

Mess on the Anpr, the single database with the digital certificates of all Italians: the Interior Ministry has accepted the criticisms of the Privacy Guarantor, blocking electronic access to download third-party certificates and the service at newsstands and tobacconists. Back to the queue at the Municipality counter?

"We have suddenly gone back to the analogue era, nothing but many fine words spent on the digitization of the Next Generation Eu". It is the outburst, collected by Start Magazine, of a lawyer in line at one of the many physical branches of the PA, now that the Minister of the Interior has pulled the handbrake on the online platform of the National Registry of the resident population, better known in the environment with the acronic Anpr.

THE CIRCULAR THAT ARMORED THE ANPR

“Once there was one thing that worked…” complains another lawyer, always in line, who witnesses the scene. “Now if I, who belong to the Court of Turin, want a certificate from a subject from Asti, I have to physically go there, perhaps make a reservation and argue with an official who requests the 16 brand in exchange for no reason…”. The Viminale pulled the handbrake with the circular in which it essentially accepts the findings of the Privacy guarantor .

The Authority in charge of confidentiality in turn refers to another text, a ministerial decree of 3 November 2021: a citizen registered with the Anpr can request the issue of a certificate "for himself or one of the members of his family". , a hypothesis that blocks the use of the online platform, welcomed with satisfaction above all by lawyers (and not only) as it allowed, with two clicks, to collect third-party documents that they need for their work.

THE ANGRY OF LAWYERS

“The digital registry avoided lawyers having to go personally to the Registry offices located throughout the area, which almost never have a preferential lane for us,” says another lawyer. "The municipality of Genoa – he continues – until 2014 provided a branch for lawyers which was in fact closed for spending review reasons". "The stop – continues the lawyer – therefore entails the obligation to return to the counters with consequent waste of time, given that we could find ourselves in a queue with those who renew the identity card and increased costs given by the need to go to Municipalities, even very distant from where one works and from the fact that officials often ask for revenue stamps that are not due, as in the case of certificates for labor law cases or civil or criminal notifications which at most provide for the payment of fees, equal to a few cents, which were not required with digital certificates".

But, in fact, the Guarantor wants that access and download of documents can only take place by the persons directly involved or their family members. A novelty that has suddenly curbed access to the site, as evidenced by the same data on the download of certificates from the platform. This after the Italian municipalities completed the migration of their registries to the ANPR only in January 2022, while the new site, on which the Ministry of the Interior, owner of the database of the National Registry of the Resident Population, of the Department for the digital transformation of the Presidency of the Council of Ministers, responsible for technical-operational coordination and of Sogei, technological partner of the economic-financial administration, was only opened in mid-December.

The criticisms raised by the Guarantor leave the lawyers dumbfounded: “We are talking about essentially public certificates. There is no privacy for useful data to know: for example, if I want to do business with a person and I don't provide a birth certificate, I might not know in time that he or she is under guardianship or support administration, with harmful consequences for me both both civil and criminal".

EVEN TOBACCO SURPRISE

Lawyers are not the only category taken aback by the Interior Ministry's circular, given that it also highlights that access to the National Registry of the resident population is allowed only through the workstation identification certificate, smartcard and access credentials that the Ministry of the Interior has assigned Mayors and municipal officials responsible for accessing the Anpr.

"The use of these devices by unauthorized third parties, not authorized or registered by the central system, is therefore not compliant with the methods and security measures" write the ministry "and alters the tracking system of the operations carried out."

"It is important to underline, in fact, that the subject with whom an agreement is stipulated" the circular still reads, "would improperly access the registry with the devices of the municipal staff – without prejudice to the serious responsibilities deriving from the transfer of these devices to third parties – and would come into possession of all the authorization profiles of which the latter is the holder, having, moreover, an operation that the current legislation recognizes exclusively to registry operators."

THOSE WHO DO NOT USE A PC GO BACK TO THE COMMON

Access to the Registry platform, as we anticipated, is subject to entering the data of one's digital identity and it is for this reason that the affiliated merchants cannot ask for certificates in place of third parties, as instead happened in the last two years. A stop therefore that concerns not only the lawyers grappling with their daily bureaucratic errands but above all all those merchants who allowed the service to spread even among those who are not at ease with PCs and technology.

The disbursement goes back to the municipal branches only, causing the collaborations established up to now with newsagents, tobacconists and stationers to stop. The Municipalities also complain, which in the post-pandemic era hoped to have definitively left behind the times of the long queues waiting for the number to be called. Also because the rationalization of expenditure has gradually reduced the personnel to be assigned to these tasks and the PNRR itself favors the hiring of highly specialized figures, who are well disentangled with computers, smartphones and software and who it would be a shame to leave behind a glass to converse with the user.

WHAT ABOUT THE DIGITALIZATION OF THE PA?

In short, the Anpr mess is numerous and on several levels, ending up falling even on individual citizens who, instead of turning to a newsstand (the collaboration also had the purpose of protecting its survival, in such a dramatic period for publishing), they will now have to go through the registry office of their municipality of residence again.

Mess that recalls the government's half misstep with the announcement of wanting to eliminate Spid to favor the Cie (more cumbersome to use, both for Pin and Puk, and because it requires special devices to be read from your smartphone or PC) or with the extension of virtual medical prescriptions in the Cesarini area. We also remind you that the EU will release the tranches of the PNRR only if we continue with the digitization process of the PA: no reverses are allowed. And they could cost us dearly.
