Boom in Voluntary Resignations, over 1 million in six months: what are the causes?

More than two years have passed since the start of the Coronavirus pandemic and the repercussions that this has had not only from a health point of view, but also from a socio-economic point of view are still evident.

Phenomenon of "great resignations"

If you look at the employment situation in Italy, it immediately emerges that this has changed considerably from 2020 to today. One of the most noteworthy aspects is that, starting in 2021, there has been a substantial increase in the number of resignations. A growth so evident that today there is even talk of the phenomenon of the "great resignations". This phenomenon is evident not only in our country, but also in other parts of Europe and in the United States.

The Italian data tell an unequivocal reality: from the tables of the INPS Precarious Workplace Observatory it emerges that in the first six months of 2022 alone there were more than 1 million resignations, relating to all types of contracts, with a surge in 31.73% over the same period last year.

Looking also at permanent contracts alone, the increase in resignations was 22.18% in the first half of 2022 compared to January-June 2021, with a total of 624,047 resigning against 510,762 last year.

In many cases, male or female workers even choose to leave their jobs without having another job as an alternative, thus making a real leap into the void.

Resignation boom, the possible causes

What could be the main reasons behind the explosion in the number of resignations?

In the meantime, a necessary premise must be made: in the first six months of 2021 the blocking of layoffs was still active, put in place by the Conte bis government to face the economic crisis due to the pandemic. This certainly influenced the change in trend for the current year, but still does not justify such a massive increase in job abandonment.

The main causes in fact must be traced first of all in the search for better economic conditions and then in the desire to achieve a fair balance between work and private life. Already the transition to smart working mode for many people represented a turning point, because it meant that the time spent in the past to reach the workplace could instead be dedicated to their free time.

Not surprisingly, the results of a research by the HR Innovation Practice Observatory of the Politecnico di Milano (published in May 2022) show that for one worker in four, one of the main reasons that leads to resignation is the desire to have ways of working more flexible. The same report also makes it clear that one of the most critical aspects is the psychological one, in fact four out of ten people interviewed have been absent at least once in the last year due to an emotional malaise, due to the absence of acknowledgments of merit and not feel aligned with the company's values.

The stop period following the first lockdown, therefore, brought to light a general dissatisfaction of citizens, which probably already existed but which was latent and exploded in this long period of pandemic.

To all this is added a generational gap between the so-called baby boomers (born between 1946 and 1964) – who are at the top of companies – and the millennials (born between 1981 and 1996) and Generation Z (born between 1997 and 2012). In fact, according to the Italian Association for Personnel Management (Aidp), the two groups formed by younger workers show greater attention to personal well-being and seek a balance between work and leisure, which is why they have been renamed Generation Yolo, from < <you live only once >>.

Voluntary telematic resignations: what has changed

But what are the steps required today to resign? Has anything changed since the pre-pandemic?

The most significant changes regarding the procedures for submitting resignations do not actually date back to 2020, but to 2016: following the "Jobs Act", starting from 12 March 2016, voluntary resignations and the consensual termination of the employment relationship can be carried out exclusively electronically (article 26 of Legislative Decree 151/2015).

In this way, the certainty of resignation is guaranteed and, at the same time, the worker is protected by the so-called "blank" resignations.

Furthermore, it must be said that the obligation to submit resignations online offers a great advantage to citizens: the possibility of managing the practice from the comfort of home. In recent years, various platforms have emerged that virtually support users in sending practices, without the need to physically go to a Patronage or CAF. One of these platforms is Patronato.com, which offers specialized advice on numerous services and allows you to send telematic resignations online, in a few minutes, via smartphone, computer or tablet.

Finally, it should be noted that – within seven days following the date of transmission of the withdrawal form – the worker still has the possibility to revoke the resignation and the consensual termination, and can always do so through Patronato.com. Consequently, the employer can consider the employment relationship terminated only after the first 7 days.
