The proposal provides for the transition from additional personal income tax for municipalities to a regime linked to "surcharges". Unfortunately, this change will not be painless for taxpayers and will not take place with the same revenue. As reported by Italiaoggi :

• a substantial slice of citizens, between 20 and 30% of taxpayers, with incomes of less than 30 thousand euros per year, will suffer an increase of less than 40 euros
• Those with incomes between 40 and 55 thousand euros will suffer an annual increase equal to a maximum of 200 euros;
• those with incomes between 55,000 and 75,000 euros will have to pay an additional amount that will reach up to 400 euros per year;
• those who earn more than 75 thousand euros will increase the payment to nearly 1200 euros.

The fact is confirmed that there is no reform that does not skin the taxpayer, even those with laughable incomes such as those who earn less than 30,000 euros a year. Obviously this will affect those who declare incomes in Italy, not the real rich who pay them in golden tax havens even in the EU, from Ireland to Luxembourg to the Canary Islands.
