INTRODUCTION

President Draghi : This press conference takes stock of the main issues that the Government is addressing and on which it will deliberate in the coming months. It has already started today with a very substantial Council of Ministers. Some points on the main issues: vaccines, school, economy, foreign policy.

I will only say a few words of introduction because there are many of us, just to give you an account of the work that the Government has done and is doing.

Vaccines. The vaccination campaign is proceeding swiftly: towards the end of September 80% of the population will be vaccinated. Already today 70% are fully vaccinated, so I am quite confident that we will reach the target of 80% by the end of September which obviously gives great comfort both for the resumption of production and for the resumption of school. About the school then I will say something else.

I would like again – and I am sorry to repeat myself – to reiterate my invitation to be vaccinated. Meanwhile, it is an act towards oneself, it is also an act of solidarity towards others, it is an act of protection of one's family, of all the people with whom one comes into contact. I have repeatedly said even more incisive phrases about this, I keep repeating the need to do so.

As I say this, however, I must also express my full solidarity with all those who have been and are the object of violence and hatred by the so-called NO VAX. This violence is particularly hateful and cowardly when it is done against people who make information and people who are on the front lines of fighting the pandemic.

Enough. I don't say a word anymore because I want to look at the positive side of the situation. And the positive side tells us that the vaccination campaign was instead embraced with great enthusiasm by young people. Of young people between 16 and 19, about 70% have received at least one dose of the vaccine and nearly half are fully vaccinated.

So the massive membership of young people and the extended coverage at the national level allows us, as I said before, to face the opening of schools with some tranquility, or certainly with less uncertainty than last year.

Remember that school in attendance has always been the priority of this government. Remember when in mid-April of this year I decided that it was necessary to return in attendance, accompanied by the criticisms of many experts. It was a success and we gave an extra month of school in attendance to all the Italian students. So now we want to continue on that path.

91.5% of teachers have received at least one dose of the vaccine, so we're ready on that front too.

The application of the Green pass – on which Minister Bianchi will now speak briefly – seems to me to be going well, as well as the preparation concerning transport – Minister Giovanni will say something about this also later. Of course there will always be cases in which there will be photographs of half-full vehicles, or of things that are wrong but, in general, the impression is that the preparation was accurate, well done, that in short, the Government did not "walk" – as some say – during the summer.

The other point on which I would like to say a few words is the economy. As you know the economy continues to grow, it grows even more than expected, much more than expected: just go and see the figures that the MEF had predicted in the official documents in March of this year. So that also gives us some encouragement.

The job market is fine: there are about – if I'm not mistaken – half a million more employed. Employment in general shows no signs of abating. There too, of course, there are reprehensible situations due to the way they were conducted and even there the Government will have to intervene on a case-by-case basis, but generally the situation is favorable.

However, two observations need to be made. The first is that I do not think it is vague worth being too pleased with these figures, because it is true that they are high, it is true that the Italian economy has not seen them for I do not know how many decades but it is also true that we have fallen, that ours product has fallen in a way that has not been seen for many decades in Italy in 2020, so this is partly a big rebound, which is happening a little in all countries and who has fallen the most rebounds the most and who has fallen less bounces less.

The real challenge will then come in the first two quarters of next year: to be able to maintain a growth rate considerably higher than what we had before the pandemic, this is where the ability of the Italian economy to transform and become structurally more solid but in the meantime what we see is certainly good news.

Reforms: the Government has a very busy agenda in the coming weeks, competition, justice and tax reforms will be presented in the form of proxy laws. The law on criminal justice is in Parliament will arrive in the Senate shortly, the law on civil is in a similar situation in Parliament, there will then be the fundamental problem of active labor policies to face, because we are in a period of transition, profound technological transition towards a sustainable economy and therefore it is foreseeable that many sectors will have to restructure, some will have to slow down their production activity and for which the Government must have an industrial vision that allows to allocate and retrain workers in the various sectors.

Last point: foreign policy. You have all followed the tragedy of Afghanistan, tonight I will see President Macron in Marseille and we will talk essentially about this, but we will also talk about Europe, we will talk about bilateral relations, we will talk about Libya. It will truly be a complete, well-rounded conversation.

On Afghanistan, as I said earlier, there are many reflections that need to be done, which serve to establish, to draw the coordinates of the future. Today, however, it is above all on the future that we need to focus attention and the immediate future which is essentially a future in which we must do our utmost in the humanitarian direction, we must help the Afghans. By the way, I have to thank not only obviously, as I have already done, all the military forces that have been present in Afghanistan for twenty years but also the entire Foreign-Defense sector for the extraordinary evacuation work they have done, as you know they have succeeded. to bring 5,000 Afghans out of Afghanistan, who are now being relocated to Italy who, precisely because they were the ones who helped us, were immediately given refugee status. So this relocation is moving towards a particular channel, which recognizes their contribution to what Italy has done in that country.

Minister Gelmini : As President Draghi said, 78 million inoculated doses, 38 million people totally immunized, are the result, on the one hand, of a choice that Italians have made to believe in science and to protect their health and that of the most fragile by getting the vaccine. But certainly a positive factor in the management of the pandemic was the collaboration that we had between the commissioner structure of Commissioner Figliuolo, on the one hand the national health system and the regions. It is clear that we must thank once again the health personnel, the volunteers, all those who did not stop even during the summer and worked hard to continue this campaign.

But certainly the collaboration between the Conference of Regions and the Government is certainly a very positive element and demonstrates that when the regions receive clear indications from the state, rules, let's say, on which to base the vaccination campaign, are certainly a fundamental element for success. vaccinations.

I would like to thank the President of the Conference of the Regions Massimiliano Fedriga and through his person all the Governors of all political colors, because we have, in short, we have given ourselves the habit of a preventive political confrontation in the conference before approval by the Council of Ministers of measures concerning the pandemic.

It happened, with reference to the Green pass, which was hailed by the Conference as a tool to protect, on the one hand, individual and collective health, but on the other, also as a decisive element to avoid going back to closure; therefore to protect economic activities; and it also happened with the many measures that we have taken many times in accepting the requests of the regions.

I am thinking, for example, of the new parameters, they are the result of a very close confrontation and a constructive belief within the State-Regions Conference.

Of course, I leave it to Minister Bianchi and Minister Giovannini to illustrate the guidelines on school and transport; but certainly these measures were also discussed in their presence within the Conference of the Regions and I must say that we have, how to say, overcome divisions that perhaps never existed, because it is certainly a priority of President Draghi and the Government, but it is also of the Governors, to ensure a safe reopening of the school and above all in the presence. And so there was also absolute collaboration on this front.

Earlier the President said of the massive participation of young people in the vaccination campaign; I remember that on this too the choice of some Governors, then supported by the Commissioner and by all the Regions to favor the vaccination of young people without reservations, was I believe a positive element. Moreover, in some regions, now, given the abundance of vaccines and vaccinations take place even without reservation for the entire population, and this is an extremely positive fact. This method of confrontation, this leading role of the Conference and the Regions, in a climate of loyal collaboration with the government but also with the Civil Protection and with the commissioner structure, we hope and are convinced that it can lead us to the goal we all want to achieve, that of reaching and possibly exceeding 80%, 85% of vaccinated people.

Minister Bianchi : Thank you President, thank you to all of you gentlemen.

Yesterday, September 1st, all of our 8500 schools reopened. They reopened with the mandate to bring all our children in the presence and in complete safety from 13 September. This operation came with a very long preparatory work that dates back to the spring when we decided, with force, to bring the boys back into the presence.

Since then we have taken the exams – I remind you one million and 100 thousand children have taken the eighth grade exams, 570 thousand, 540 thousand, high school and diploma – and during the summer all our schools worked.

We have financed more than 32,000 and 500 projects that have made it possible to recover one million and 650,000 hours of lessons, especially in linguistic and mathematical activities, but also the return of living together: because school is also living together and learning to live together.

One million and 650 thousand hours we have recovered during the summer. this allowed us to arrive in September with a great desire and a great participation on the part of everyone which was expressed in the data that President Draghi mentioned earlier: 91.5% of the staff have been vaccinated and the children, day after day , they increase more and more. Especially the boys between the ages of 16 and 19.

I remind you that, among other things, Commissioner Figliuolo will carry out a screening operation for the 6-14 age group, in order to guarantee even the youngest children.

We arrived at this stage having worked a lot on the mandate that had been entrusted to us by the President, that is, the people, the teachers.

By doing the competitions, therefore not even a proposal for amnesty but with the competitions we have put 59 thousand teachers in the role this year. To give you an idea, last year it was 19,000, so this year it was three times that.

Of these, we have included 13908 support teachers (last year they were 1778). Not only that, we have already activated all the procedures that will end this week for the annual substitutes.

We have started the competitions for next year in order to completely close the issue of open-ended contract within two years. In the August decree, the commitment to start regular competitions every year in order to replace that turnover that we have foreseen until 2030.

The other issue is that of ATA personnel. We have hired 8,000 and seven hundred units of technical-administrative staff and we are currently preparing to take on that part of the strengthening staff, which we need to manage the larger classes.

The result of a long, patient work that our teachers, our non-managerial staff, carried out in silence during the summer and that I want to thank here for giving a sense of how much our School is alive and capable of playing that role. fundamental that it is acting even more today.

The rules are what you know, what the CTS (Scientific Technical Committee) gave us: the mask, the distances where possible, the basic hygiene rules that we have all learned in this time. With a shrewdness we care a lot about, we talked a lot about it with the President: where there are classes in which everyone is vaccinated, they can remove the mask and then you can smile together again.

I believe it is an important job that must be combined with the other work we are doing: the initiation of reforms. The most beautiful signal, the Prime Minister said, is coming from the youngest, a message of great trust is coming from the youngest, a message of freedom, with a very very significant number of vaccinations that are in progress and a percentage that in the younger ones it has even surpassed some of the middle generations. It's nice to see between the ages of 20 and 29 there is a very high response, and even between the ages of 12 and 18 and this also gives us a more fundamental weapon for the reopening of schools.

We have said from the beginning all together as a government that this is the absolute priority we have, to bring everyone back safely in the presence and I hope that soon we will have a very high number of classes in which all the children as well as the teachers they will be vaccinated and this will allow to further lighten the measures starting from the question of the masks that can be lowered in the classes where everyone is vaccinated.

So I think that the message that we still have to give forcefully, with serenity, with rigor to our country is the one that has been through us in recent weeks and that is that the vaccination campaign, the vaccine, is the fundamental weapon to close this so difficult season to open another.
