He promised it and now he's taking them home. We are talking about the guidelines for the qualified training of public employees that will finally appear in a few hours in the Official Gazette with the double signature of the virtuous ministers Brunetta and Franco.

The guidelines for training aimed at the needs of PA workers start after a season of long trade union negotiations also linked to the renewal of contracts. The various administrations will have to identify their own professional needs by considering not only the theoretical knowledge of the employees (knowledge), but also the technical skills (knowing how to do) and behavioral (knowing how to be).

The definition of the new professional profiles will make it possible to overcome the automatism in turnover: the next hires will not consist in the replacement of old figures with identical ones, but will look to the future, to the new skills that must support the transformation of the PA envisaged by the Pnrr . A process that will result, therefore, in a progressive reduction of non-specific administrative figures in favor, for example, of digital experts, e-procurement, green transition, project management.

This is an update of the 2018 document that deals with the management of skills, the adoption of a path based on the role profile already operational at international level and envisaged in the Pnrr block, thus overcoming a rigid job description that reigns in the PA and which often put both administrative action and the recognition of professionalism and remuneration through the limits of the convoluted measurement of performance.

The definition of the new professional profiles is, therefore, the qualifying point of the document, which helps administrations to progressively replace generic administrative figures with specific figures and will allow them to overcome automatisms and make recruitments on the basis of new skills useful to support administrative, digital and environmental transitions.

The challenge will lie in the adoption in the various administrations with respect to the complexity of the organization of acquiring new knowledge in carrying out the work, in the skills acquired in the PA, in the availability to organizational flexibility by declining various roles going beyond the technical-notional skills and knowledge.

In the professional recruitment / competition paths in the selection procedure, it will also be essential to evaluate aspects that are normally neglected, such as the ability or possibility to innovate administrative procedures, work as a team and make decisions independently. These "soft skills" will be evaluated in the next competitions, as required by the new rules introduced with the decrees law 80/2021 and 36/2022, through consolidated methodologies and will have greater weight in training and career paths.

The question now passes immediately to the bodies and institutes responsible for training to innovate not only in the training modules but above all in the quality of the contents and the Commissioners who will evaluate the candidates who must have a proven multidisciplinary experience and above all an overall vision of knowing how to be and know-how. And no less they will have to get to know the current managers, who will not have to shy away from very robust refresher courses.

In my personal professional paths, including pedagogical ones, this indication was indicated to me several times thirty years ago by enlightened masters who already had a dynamic vision of the work in progress that is now finally taking off also in the Public Administration.
