Institutional tensions on the port of Trieste in view of the strike called by a part of the port workers.

The blocking of the indefinite activity that the Trieste Port Workers Coordination (CLPT) intends to implement has been declared illegitimate by the Commission guaranteeing the implementation of the law on strikes in essential public services.

THE DECISION OF THE GUARANTEE COMMISSION FOR STRIKES

The blockade of the port of Trieste proclaimed by the CLPT union was declared illegitimate by the strike guarantee commission. This was announced in a press release signed by the president of the commission Giuseppe Santoro Passarelli. The base union had proclaimed the blocking of all port activities from 15 to 20 October. The workers opposed the introduction of the green pass and had asked for it to be revoked. Subsequently, the CLPT said it was willing to lift the block in exchange for a one-month postponement of the entry into force of the certificate.

The anti green pass strike proclaimed in Trieste is not the only one announced in Italy in these hours with the same motivation. And in fact, the note issued by the guarantee commission refers to all the "general strikes proclaimed by the Italian federation of intercategory trade unions", therefore also to the one proclaimed in the port of the Julian capital. "With reference to the general strikes in question – here is the text – with respect to which the Commission has expressed an assessment of illegality, it is considered appropriate to point out that the announced methods of implementation due to their uniqueness … are of particular concern for the possible occurrence, in light of the delicate social context, of serious illicit behavior ". At this point, as the prefect of Trieste Valerio Valenti pointed out, "The strike is not authorized, whoever participates commits a crime".

THE POSITION OF THE TRADE UNIONS

The Trieste co-port joined the strike from 15 to 20 October by the Fisi and Confsafi trade unions. This abstention from work, however, according to the CLPT itself, would not fall within the strikes declared illegitimate by the strike guarantee commission. "The possible requirement of the law for the observation of essential public services concerning some sectors but not that of dockers and not all of the industry", said Alessandro Volk, member of the CLPT board, adding that he "also joined the Al Cobas strike ".

WHAT HAPPENS AT THE PORT OF TRIESTE

Meanwhile, all quiet this morning in front of the docks of Riva Traiana, one of the main accesses to the port of Trieste, where tomorrow – 15 October – the workers coordinated by the Clpt (Trieste Port Workers Coordination) guaranteed the obligation of everything to protest against the entry into force of the green pass obligation at the Julian airport. Long and interminable in the day preceding this protest, the line of trucks, trucks and heavy vehicles waiting to enter the port area and embark on the ferries that will leave in the hours and in the coming days. The Formula 1 Tir caravan on its return from Turkey had passed through Riva Traiana and then, with the fear of having to stop for the announced strike, decided to divert its bison to the port of Marseille. On the front of the Trieste port, meanwhile, we are witnessing a hard trade union split: on the one hand the self-employed workers of the CLPT who do not lower the flag of the protest and confirm the blockade starting from tomorrow and on the other CGIL, Cisl, Uil, Ugl and USB, which consider vaccination tests proposed at the expense of employers to be an important step forward. The unrest in the Trieste port therefore remains high, while President Zeno D'Agostino confirmed that if tomorrow's unrest should continue "to the bitter end" – underlining precisely this decision – it would trigger his irrevocable resignation.

THE POSITION OF THE PRESIDENT OF THE PORT AUTHORITY IN TRIESTE

"There is no longer anyone who resigns in Italy, Will say that if the situation does not change I will resign, I'll go back to Verona where I came from in February 2015". Thus, in an interview with "Corriere della Sera" the president of the Port Authority of Trieste, Zeno D'Agostino, on the eve of the protests announced for the obligation of the Green pass to work. D'Agostino then adds: “I no longer feel legitimized. But what does an all-out strike mean? I do not understand my dockers: now they have become champions of the rights of the whole world! They also refuse free tampons. I love Ciccio Puzzer (the leader of the CLPT base union), if he has to call me today on the eve of this strike, I would try to explain to him. For D'Agostino, the future of the port is at stake: “Turks and Danes, who came to see the Barcolana, have already told me that other ports will be sought if the Trieste one remains closed”. And he points out that “then there are another 450 million. Thus, it risks all going up in smoke ”. “I would like this to be understood – says the president of the Port Authority – at stake is not only the Green pass, but the future of many people”.

EXTRACT FROM AN ARTICLE FROM THE SUN 24 HOURS ON PORTS:

Arriving on the docks of the first Italian port, that is Genoa, the terminal operators do not expect particular problems with the employees (some will offer free tampons) and from the single company (Culmv), that is the camalli that operate offering temporary work, reassuring signals arrive. Among other things, the historic Sala Culmv, in San Benigno, hosts a vaccination hub.

The company has around 1,070 workers; 200 of these, equal to about 20%, are not vaccinated. But from the docks of the Lanterna there are no strikes against the green pass. To explain it is Antonio Benvenuti, consul of the camalli, who adds: «We are in favor of vaccinations but I believe that even those who want to swab should be listened to. And there is no lack of organizational problems, because we need to be able to take tampons three or four times a week. We are making an agreement with two pharmacies to be able to offer them to workers at a controlled cost. We also had reassurances, after a prefecture meeting, that those with certified bad weather can access work even if they do not yet have the green pass; necessary measure because little passes from the moment of the call to the beginning of the round and the green does not always pass arrives quickly ».

At the port of La Spezia, 80-90% of workers are vaccinated. And even on the Livorno docks the situation appears relatively calm. «Out of 170 workers – says Enzo Raugei, president of the Livorno Port Company – we have 20 no vax who will have to swab. They ask that the company come to meet them and we have made an agreement with a local laboratory to have them at the price of 5 euros ». Not even Matteo Trumpy, director of the Livorno Port Labor Agency, appears worried: «We have 60 workers, we don't know how many without a green pass. For now, I have not registered any strike claims. But only the request that companies pay the tampons ». In Civitavecchia the workers of the Port Company are 200, “and 85% – says the president, Patrizio Scilipoti – are vaccinated. Those who have not been vaccinated have been swabs for the green pass for some time, because we are responsible people. Of course, the Adsp, in collaboration with the Asl could give the tampons for free ». Also in Gioia Tauro there are no particular positions taken by the trade unions. Finally, ANCIP, the national association of port companies (to which Trieste belongs but not Genoa), «is in favor of vaccines – says the director, Roberto Rubboli – and has invited the associates to be an example. Apart from Trieste, we have no news of serious problems among the dockers in Italy, even if there are no vaxes in the sector, as in all companies ».
