Dear Draghi and Meloni, here is the truth about pensions and the solidarity contribution

Open letter from Michele Poerio, national president of Federspev. and secretary general Confedir, to Mario Draghi and Giorgia Meloni

Distinguished President of the Council of Ministers
Prof. Mario Draghi

Dear Hon.
Giorgia Meloni
President of the Brothers of Italy

From press reports (Adnkronos) the Hon. Giorgia Meloni, at the end of the meeting with the Prime Minister Prof Mario Draghi, declared "In December the solidarity contribution to pensioners will expire (over € 100,000 gross / year – ed.) Much, much more fortunate than those who retire today or the young people of tomorrow: we ask that the solidarity contribution be reintroduced and we have brought to President Draghi our historic proposal for the recalculation of wage pensions that are too high to heal the shame of golden pensions ".

Distinguished Mr. President of the Council and kind Hon. Meloni, this is to remind you that from 2000 to today the solidarity contribution has been applied for four three-year periods (12 years out of 20) despite the fact that the Council has repeatedly ruled "… the contribution on pensions is a completely exceptional measure in the sense that it cannot be repetitive and translate into a mechanism for feeding the pension system ".

I want to clarify that, if the country is in difficulty, those who receive a high pension can be asked for an exceptional contribution of solidarity and limited in time as long as this contribution is also requested from active workers and citizens with equal income of any kind. are. It is in fact a real tax, and taxes must be paid by all citizens, not just by a single category, in accordance with the Constitution.

Solidarity contribution defined by Dario di Vico as a "lexical shift that replaces the word tax", but which I personally like to define as "proletarian expropriation of Soviet memory", which dumped on pensions over € 100,000 gross / year rakes up resources such as to resemble, from point of view of the State Budget, in simple crumbs.

We have been variously defined as "social parasites" (a term widely used, unfortunately quite recently in our history that we hope definitively overcome), "pension thieves" and "more stingy than Harpagon" by subjects who lie knowing they are lying.

We are "public and private executives" who for over forty years of working life have paid social security contributions for an amount, discounted at the date of termination of active service, from 1.8 million euros to over 2 million, figures that abundantly cover the 'amount of pensions in place as demonstrated several times by Prof. Alberto Brambilla, President of "Social Security Itineraries", in the parliamentary halls on the occasion of the presentation to the Government and to the parliamentary committees of the annual "report on the budget of the social security system".

We are retirees who contribute abundantly to ensure that all citizens have the full enjoyment of fundamental rights such as education, health, social assistance, etc. (it should be noted that over 50% of the 16.2 million retirees are partially or totally assisted and that over 50% of the 40 million Italian taxpayers declare to the tax authorities "zero" or a little more: these data from the third world and not from seventh industrial power in the world).

We are retirees who have retired in the certainty of compliance with the principle of "legitimate expectations" according to which when you retire you sign a real contract with the State that cannot be disregarded by one of the contracting parties. Pacta servanda sunt.

We are retirees who continue to pay the maximum marginal rate of personal income tax differently from what happens in the most important European countries where retirees enjoy favorable taxation and are deducted in relation to age.

It should also be noted that the recalculation of salary pensions with the contribution method proposed over time by various politicians and advocated by the former INPS President, Prof Tito Boeri, who should know that it is not feasible due to an absolute lack of secure data, especially relatively to the '60s and' 70s, as the contribution recalculation cannot ignore the analytical knowledge of the contributions paid during the entire work activity.

These are subjects who for years have been blinded by anachronistic ideologies of cat-communist inspiration who would like to transfer social security resources from those who have accrued and deserved pensions (both for the high functions performed and for the contributions paid) to those who now enjoy pensions without, or with an insufficient contribution base, once again confusing assistance and social security, whose budgets would not suffer without the improper weight of the welfare burdens that must be borne by general taxation pursuant to art. 53 of the Constitution. Separation already provided for by Law 88/1989 and Law 335/1995.

To YOU, Mr. President, and to Hon. Meloni (who unexpectedly in November formally asked you to renew the solidarity contribution) we remind you that, if the maxi-amendment to the 2022 Budget Law contains a paragraph that renews a solidarity contribution to be paid by usual harassed, the Feder.SPeV. and the Associations connected to it, will take steps to invite all our members, their relatives and their friends, not to vote for all those parties that will be complicit in this repeated injustice.

We will not be quiet and calm. However, we know how to act to protect our pension rights that are the result of decades of work and contributions.

Let us return, therefore, to ask you, Mr. President, and Mrs Meloni to meet to explain, figures and tables in hand, the correctness of our ideas and our legitimate pensions.
Respectful greetings.

Michele Poerio

national president Federspev. and secretary general Confedir
